Parliament approved the '20 pick 1' formula for selecting the Constitution Drafting Committee. Chonanan pointed out the potential for domination and proposed that support from opposition and senators is necessary.

On 10 Dec 2025 GMT+7, during a parliamentary session to consider the second reading of the constitutional amendment bill, the assembly debated a key provision on the method for appointing the Constitution Drafting Committee. It stipulated that parliament members would select committee members by the '20 pick 1' formula, meaning a group of 20 parliamentarians could propose one committee member, who would then be deemed selected without a vote.

Dr. Chonanan Sri-kaew, MP for Nan Province from the Pheu Thai Party and minority committee member, argued that the '20 pick 1' method cannot prevent domination or political manipulation, as it conflicts with the principle that the parliament’s joint session should select members through a resolution.

Dr. Chonanan proposed that after parliament compiles the list of candidates, the assembly should hold a roll-call vote, requiring a majority plus at least 20% support from the opposition and approval from no fewer than one-fifth (40) of the senators. This aims to ensure broad consensus and prevent monopolization.

Meanwhile, Parit Watcharasinthu, MP from the Move Forward Party and majority committee member, explained that the '20 pick 1' formula sets proportions reflecting diversity and better prevents any single group from monopolizing power compared to other methods, and that it is a political responsibility of parliament members.

Ultimately, the parliamentary session voted to approve the majority committee’s resolution to use the '20 pick 1' formula for selecting the Constitution Drafting Committee, with 405 votes in favor, 91 against, 10 abstentions, and 2 non-votes.
