
Pradorn affirms that Bhumjaithai sincerely seeks constitutional amendments, denies it is a plan to betray the Pop Citizen Party, insists no breach of the MOA conditions occurred, and states the caretaker government can continue managing border and disaster issues. He acknowledges shelving 'Half-Half Plus Phase 2,' citing intentions to bring it to the Cabinet before Parliament was dissolved.
At 07:05 on 12 Dec 2025 GMT+7, Mr. Pradorn Prissanantakul, Minister attached to the Prime Minister's Office and Member of Parliament for Ang Thong, Bhumjaithai Party, gave an interview at the Government House regarding the case of the Prime Minister dissolving Parliament, and whether this would create the perception that Bhumjaithai is insincere about constitutional amendments. He said the party most sincere about amending the constitution could hardly be anyone other than them. He had stated since the first reading that they would push forward to successfully amend the constitution. Any obstacles that seemed to block or halt the amendment process would be defused entirely.
He added that Bhumjaithai had made concessions in committee stages and during the vote on Section 256/28 on 11 Dec 2025, where there was a contest between the majority committee and Senate members' amendments. The Senate had clearly stated that if they lost at the second reading, they would not vote in favor at the third reading. Therefore, they would not secure the 67 Senate votes needed at the third reading. Thus, Bhumjaithai had to decide—not based on content, which may be agreeable or not, but on the goal of successfully amending the constitution. They chose the path they believed could proceed and voted according to the Senate's reserved opinion.
Pradorn continued that when the extraordinary parliamentary session opened on 10 Dec, some members proposed to the Speaker to urgently submit a motion to include a referendum question—question one—in the agenda. Previously, on Tuesday, 9 Dec 2025, the Cabinet had attempted to bring the referendum question one to a meeting for a resolution, but the Secretary-General of the Council of State opined that initiating a referendum or a new constitution should start from Parliament, so it could not be introduced to the Cabinet that day and had to be submitted as an urgent motion in Parliament. These two points confirmed their sincerity in following the MOA promises to the Pop Citizen Party.
When asked if this seemed like a plan to betray the Pop Citizen Party from the start, Pradorn replied, "No. These conditions are not in the MOA. There are no detailed conditions specifying the content. What is stated is that we will endeavor to push the constitutional amendment to success." When further asked how they would communicate to the public amid clashes on the Thai-Cambodian border while politically the Parliament is dissolved and new elections are required, Pradorn said the government remains a caretaker until a new one is formed. Ongoing issues like war or disasters can still be managed as in a normal government.
Regarding questions about the 'Half-Half Plus Phase 2' scheme, Pradorn said, it would have to be suspended due to legal constraints related to election laws. Deputy Prime Minister and Finance Minister Mr. Akniti Nitithanprapas had planned to bring it to the Cabinet on 16 Dec 2025, but Parliament was dissolved before then. .
