Royal Gazette Announces Adjustment of Wage Ceiling for Social Security Contributions Under Section 33 Starting 1 Jan 2026

The Royal Gazette announced a new ministerial regulation adjusting the wage ceiling used to calculate social security contributions under Section 33, establishing a three-tier scale effective from 1 January 2026 GMT+7.

On 13 December 2025 GMT+7, reporters reported that on 12 December 2025 GMT+7, the Royal Gazette website published a ministerial regulation specifying the minimum and maximum wages used as the basis for calculating social security contributions for insured persons under Section 33, B.E. 2568 (2025). Pursuant to the authority under Section 7, paragraph one, of the Social Security Act B.E. 2533 (1990) and Section 46, paragraph five, of the same Act as amended by the Social Security Act (No. 3) B.E. 2542 (1999), the Minister of Labour issued the following ministerial regulation.

Section 1: This ministerial regulation shall come into effect from 1 January 2026 GMT+7 onward.

Section 2: The ministerial regulation No. 7 (B.E. 2538) issued under the Social Security Act B.E. 2533 is hereby repealed.

Section 3: The minimum and maximum wages used as the basis for calculating social security contributions for each insured person under Section 33 are set as follows.

(1) From 1 January 2026 to 31 December 2028: not less than 1,650 baht and not more than 17,500 baht per month.

(2) From 1 January 2029 to 31 December 2031: not less than 1,650 baht and not more than 20,000 baht per month.

(3) From 1 January 2032 onwards: not less than 1,650 baht and not more than 23,000 baht per month.

Note: The reason for this ministerial regulation is that it is appropriate to adjust the minimum and maximum wages used as the basis for calculating social security contributions for insured persons under Section 33 to be suitable and consistent with current economic conditions, so that insured persons receive increased benefits according to the contribution base. Therefore, this ministerial regulation is necessary.
