Ministry of Foreign Affairs Urges Cambodia to Allow Thai Citizens to Return, Citing Violation of Geneva Conventions

The Ministry of Foreign Affairs has issued a strong statement expressing deep concern over Cambodia closing border checkpoints, preventing Thai citizens from returning, calling it a violation of civilian rights.


On 13 Dec 2025 GMT+7, Mr. Nikorn Dech Palangkul, Director-General of the Department of Information and spokesperson for the Ministry of Foreign Affairs, clarified Thailand's position regarding Cambodia's Ministry of Interior announcement suspending operations at the Thai-Cambodian border crossing. Thailand expressed grave concern over restrictions on the movement of Thai nationals currently residing in Cambodia. While Thailand has facilitated Cambodian citizens' departure from Thailand, Cambodia has refused to open the border for Thai citizens to return.

Mr. Nikorn added that under international law, including the International Covenant on Civil and Political Rights (ICCPR) and the Fourth Geneva Convention, civilians are entitled to protection at all times. The right of individuals lawfully residing in a foreign state to leave that country may only be restricted if it is lawful, necessary, proportionate, and non-discriminatory. Civilians are non-combatants and must not be treated as parties to conflict in such situations.

The Foreign Ministry spokesperson further emphasized Thailand's commitment to fully respect international humanitarian law, international human rights law, and obligations under the Vienna Convention on Consular Relations, including unimpeded consular access and protection. Thailand calls on all parties to ensure the safety and dignity of civilians of all nationalities and to address concerns in accordance with international law.
