Election Commission Confident in Holding Polls in Conflict Zones Half-Half Phase 2 Program Faces Delay

The Election Commission (EC) is confident it can hold elections in conflict zones without postponement. The Half-Half Phase 2 program appears likely to stall. The EC bases its decisions on criteria of electoral advantage or disadvantage, but allows the military reward cement program to continue.

On 15 Dec 2025 GMT+7, reporters reported that despite ongoing conflicts, the Election Commission (EC) affirmed it can conduct elections as scheduled. The EC's office has surveyed which provinces and electoral districts are affected by the fighting and believes it can manage transporting voters to polling stations without postponing the election date. Postponing the nationwide election would likely be disadvantageous both for the EC and the government. The EC might face criticism of favoritism toward the government, while the government itself could be accused of using the EC as a tool.

Regarding EC discussions with government representatives earlier today on holding a constitutional amendment referendum, the EC informed them that if the referendum is held on the same day as the House of Representatives election, at least 30 days before the election are required. This allows the EC time to disseminate and explain the referendum issues to the public. Meanwhile, the preliminary number of eligible voters for this election is 53,052,847, comprising 25,454,342 men and 27,598,505 women.

Concerning budget approval for the Half-Half Plus Phase 2 program, the EC insists that it must comply with Section 169 of the Constitution, especially whether the program creates electoral advantages or disadvantages. However, programs providing disaster relief or cement rewards to border soldiers are government responsibilities and have already been implemented; thus, they can continue.
