
Minister Chaiyachon orders uncompromising action against cross-border internet cable laying, considering it a national security threat. He has instructed the NBTC to impose severe penalties, including license suspension.
On 16 Dec 2025 GMT+7, Mr. Chaiyachon Chidchob, Minister of Digital Economy and Society, warned telecommunications operators that the National Security Council has resolved to strictly control cross-border signal cabling. Although there is temporary relaxation for mobile signals in border areas, the NSC clearly regards laying internet cables to neighboring countries as a serious national security violation under Sections 113-118, since such cables serve as primary channels for scam gangs.
Mr. Chaiyachon added that he has ordered the NBTC to take strict measures. If negligence is found in allowing cross-border cable laying, immediate fines and license suspensions must be imposed without warning. He also instructed a prompt summons of operators to explain these measures. Furthermore, if investigations find the cables linked to online crime or call center gangs, the involved operators will be held jointly responsible for damages suffered by the public.
Mr. Chaiyachon emphasized that the relaxation applies only to using airborne internet and mobile signals for security communications. Physical cables must remain under the strictest control. The government continues a serious crackdown on scammers. Cross-border cable laying is a channel causing harm to Thai citizens. The military and security agencies must communicate securely, but operators must not allow scammers to exploit this vulnerability under any circumstances.
