International Forum Unites Against Scammers, Endorses Bangkok Joint Statement with Six Key Joint Practices

Multiple countries agree on the "Bangkok Joint Statement" to combat online scams, advancing global cooperation. Thailand reaffirms its readiness to fully support these efforts, seeing this as a valuable opportunity to play a key role in fighting cybercrime online.


On 18 Dec 2025 GMT+7, Mr. Wichawat Isaraphakdi, Assistant Minister attached to the Ministry of Foreign Affairs, concluded the International Conference on the Global Partnership against Online Scams by reading the Bangkok Joint Statement on cooperation to suppress technical and online crimes after two days of meetings.. Mr. Wichawat expressed gratitude to all participants for joining forces in this global partnership against online scams. He described the forum as valuable for exchanging views and experiences effectively, while building a shared commitment to counter transnational crimes that undermine human rights, erode trust in institutions, and cause serious social and economic harm to individuals and communities.


All of these issues obstruct progress toward sustainable development, necessitating global cooperation to connect political will with practical cross-jurisdictional and cross-sector collaboration to buildon existing legalframeworks and regulations, and to maintain our commitment by moving from resolve to action within countries with clear spirit and emphasis on the urgent shift from awareness to implementation.


Here are six key points to advance this global cooperation. First, maintain full political commitment and government action. This will be prioritized on each country's national agenda with clear leadership coordination and sufficient resources.


Thesecondis to strengthen law enforcement and cross-border justice processes, from investigation through prosecution. Cooperation should be swift and operationally comprehensive along the entire chain, from investigation and case referral to legal assistance and joint prosecution, to prevent offenders from exploiting legal loopholes in online scams. This includes addressing issues of timely data and evidence sharing, preserving digital evidence from multiple platforms and jurisdictions, and ensuring courts recognize digital evidence.


Thethirdpoint is to promote a victim-centered approach, especially concerning human trafficking. We must improve assistance for identity protection, repatriation, and post-repatriation support, including timely cross-border aid and referrals.


Thefourthis to enhance preventive measures to separate victims from offenders, even in cases where victims might be coerced into crimes. The first approach is to track financial flows with stronger financial intelligence and faster interdiction. We should boost cooperation to combat cybercriminal groups involved in money laundering, control digital assets like cryptocurrencies often used to transfer illicit funds, detect and disrupt illegal financial flows, and supportthe seizureof assets obtained through criminal acts.


Thefifthis to tighten cooperation to keep pace with technology and dismantle the scam ecosystem, following the UN Secretary-General's guidance that 'fast-moving crises require equally fast responses.'


and thesixthis investing in prevention and building public resilience. Beyond suppression, preventing victimization through coordinated risk communication campaigns to enhance digital literacy and outreach to vulnerable, high-risk communities is essential. This work should be closely coordinated with the private sector, such as internet service providers and social media platforms, which have the capability to strengthen user protection, monitor and detect online scam patterns to remove fraudulent content, and improve reporting mechanisms.


It is hereby declared that the 2025 Bangkok Joint Statement has been comprehensively endorsed. Some delegations may require additional time to consider it, and the statement will remain open for future cooperation. Delegations may notify the secretariat after the meeting if any objections arise, but it is believed that a thorough review will reveal these principles are commonly shared by all.


The Assistant Minister of Foreign Affairs confirmed that the joint statement will remain open for co-sponsorship later and emphasized that this meeting is a valuable opportunity for Thailand to demonstrate leadership in promoting online crime suppression, strengthening cooperation with partners to address multifaceted issues, leading to effective prevention and resolution that keep pace with rapidly evolving technology, and protecting Thai citizens and other countries from becoming victims of these criminal networks.
