Army Reveals Discussion Points of Liu Zhongyi Criticizing Cambodian Governments Links and Benefits to Scammers

'Liu Zhongyi' visited the Army Headquarters, accusing the Cambodian government of links and benefits to scammers. He praised the cooperation of three countries in the Myawaddy crackdown, resulting in the arrest of 6,600 Chinese suspects, and noted that the Myanmar government has established a special committee to inspect over 400 buildings in KK Park.


On 18 December 2025 GMT+7, the Army released a news document stating that yesterday (17 December 2025 GMT+7), General Direk Bongkarn, Head of the Coordination Center with Neighboring Countries at the Army Operations Center, represented the Commander-in-Chief of the Army in welcoming Mr. Liu Zhongyi, Assistant Minister of the Ministry of Public Security of the People's Republic of China, along with a delegation from the Department of Criminal Investigation, Department of International Cooperation, and the Telecommunications and Internet Crime Investigation Department of China's Ministry of Public Security, as well as representatives from the Chinese Embassy in Thailand, at the Jor Por Ror Room, Royal Army Museum Building, Army Headquarters, to discuss security situations and the suppression of transnational crime.

During the discussion, General Direk stated there is current information that the crackdown on scammer groups has led them to flee to other areas and possibly use Thailand as a transit route to a third country, disguising themselves as tourists or investors. This makes screening by authorities difficult. The army, responsible for border security, requires close cooperation in screening and identifying suspects along with the Immigration Bureau and police officers. If intelligence or leads on scammer networks from the People's Republic of China are provided, authorities can be warned in advance, enhancing the efficiency of interception and arrests.

Additionally, General Direk spoke about the procedures for handing over illegal immigrants to police or related agencies, including deportation processes. The army believes that establishing clear operational guidelines would reduce the time required for these steps.


Mr. Liu Zhongyi expressed appreciation for the cooperation among Thailand, Myanmar, and China in dismantling criminal networks in the Myawaddy area, which resulted in the arrest and repatriation of over 6,600 Chinese suspects. He also stated that the Myanmar government has set up a special committee to address the issue and has conducted joint inspections with the Royal Thai Police of more than 400 buildings in KK Park. The Chinese side requested Thailand to strengthen measures to block offenders attempting to use Thailand as a transit route, both through natural routes and immigration checkpoints. He noted that devices used by scammer networks—such as mobile phones, computers, and related equipment—are critical evidence for prosecution and expanding investigations, requiring careful and stringent evidence collection, a method highly emphasized by Chinese authorities in past operations. Furthermore, China clearly stated that the Cambodian government is linked and benefits from scammer networks in multiple dimensions.

Therefore, it requested that both countries jointly resolve this issue, which requires time and serious, concrete measures to ensure public safety and regional stability.
