
The Cabinet approved compensation payments in 7 provinces resulting from actions by foreign forces in 2025 to relieve the people's hardship.
On 23 December 2025 at 10:00 a.m. at the Government House, Mr. Siripong Angkasunklit, spokesman for the Prime Minister's Office, announced that the Cabinet meeting approved the proposal submitted by the Ministry of Interior as follows.
1. Approved the criteria, conditions, and methods for providing financial aid to victims affected by actions of foreign forces in 2025 as compensation to alleviate the people's hardship.
2. Approved a budget framework to assist victims from the 2026 fiscal year central budget, under the emergency reserve fund, for an additional 467,128 households totaling 2,335,640,000 baht. This is to pay aid to victims affected by foreign forces according to the criteria, conditions, and methods outlined for 2025. The Department of Disaster Prevention and Mitigation will receive the budget and disburse aid through the Government Savings Bank, using general subsidy funds and allowing cross-province allocation.
3. Approved the aid disbursement period, as per the Cabinet resolution on 26 August 2025, requiring payment completion within 90 days from the date of additional budget allocation.
The Prime Minister’s Office spokesman stated that the Cabinet resolution on 26 August 2025 approved the criteria, conditions, and methods for aid disbursement to victims affected by foreign forces in 2025, as proposed by the Ministry of Interior through the Department of Disaster Prevention and Mitigation, covering seven provinces: Ubon Ratchathani, Sisaket, Surin, Buriram, Sa Kaeo, Chanthaburi, and Trat.
1. For evacuations lasting 8 days or more, assistance is 5,000 baht per household; 2. For evacuations up to 7 days, assistance is 2,000 baht per household. To ensure fair and equitable disaster relief across all areas, the Ministry of Interior has reviewed the criteria, conditions, and methods for aid disbursement to victims affected by foreign forces in 2025 as compensation for hardship.
Originally, the review was to set conditions for aid disbursement to victims of actions by foreign forces in 2025 as hardship compensation. The conditions require that recipients be permanent residents in declared emergency disaster relief zones who evacuated to temporary shelters or safe areas, and
(1) hold a victim certification letter issued by the local administrative organization (according to the Disaster Prevention and Mitigation Act, 2007, Section 30), and
(2) be certified as victims under specified criteria by a community leader, village headman, or subdistrict chief, and
(3) have their information verified and confirmed by the district and provincial disaster relief committees.
Affected provinces must expedite verification according to criteria and complete assistance within 90 days from budget allocation. Support will be drawn from the 2026 fiscal year central emergency reserve fund to pay aid to 467,128 households totaling 2,335,640,000 baht.
