Government Accelerates Efforts to Address Teenage Pregnancy, Prevent School Dropout, Aiming to Reduce Birth Rates Among 10-14-Year-Olds

The government is stepping up efforts to address teenage pregnancy and prevent adolescents from dropping out of school through the Thailand Zero Dropout initiative, targeting a reduction in birth rates among teenagers aged 10-14.

On 24 Dec 2025 GMT+7, Ms. Airin Panrit, Deputy Spokesperson for the Prime Minister's Office, revealed that the government is coordinating with relevant agencies through the Committee for Prevention and Resolution of Teenage Pregnancy to actively prevent and solve teenage pregnancy issues. This is a high-priority matter for the government, as school-age children and teenagers are vital to the country's development now and in the future. The goal is to reduce teenage pregnancy rates under the Prevention and Solution of Teenage Pregnancy Act B.E. 2559 (2016), aiming to lower the live birth rate to no more than 0.5 per thousand girls aged 10-14 and no more than 15 per thousand girls aged 15-19 by 2027.

Ms. Airin stated that results under the Prevention and Solution of Teenage Pregnancy Act B.E. 2559 show that 75.4% of pregnant students receive care, assistance, and educational rights protection. Local administrative organizations have implemented 2,241 projects and activities on teenage pregnancy prevention and solutions. Meanwhile, 34,333 enterprises provide information and education on pregnancy prevention to adolescent employees. Teenagers access youth-friendly sexual and reproductive health services, with 31,355 consultations on unintended pregnancies via the online hotline and Facebook page 1663 (AIDS and Unintended Pregnancy Counseling Hotline). Notably, the Ministry of Public Health collaborates with the Equitable Education Fund and the Thailand Zero Dropout project to support pregnant teenagers returning to education.

Additionally, health literacy promotion and adolescent support are provided through Line OA Teen Club, with 314,104 menu accesses and 17,090 live chat services between Jan 2022 and Dec 2025. The mental health hotline 1323 recorded 9,551 cases. RSA Online has offered choices for unintended pregnancy to 95,103 individuals, with 4,196 referred for safe abortion services. Free condoms and lubricants were distributed to youth in schools (15,588 pieces) and outside schools (11,889 pieces), totaling 27,477 items in the second quarter of fiscal year 2025. Regarding care systems, reproductive rights protection, and social welfare, 15,128 teenage mothers received child-rearing financial subsidies. The Child and Youth Council has driven 486 projects and activities to prevent, resolve, and monitor teenage pregnancy issues.

The government continues to implement the National Action Plan for Preventing and Solving Teenage Pregnancy 2017–2027 under the Prevention and Solution of Teenage Pregnancy Act B.E. 2559, aiming to protect Thai adolescents' fundamental rights and provide equitable, comprehensive health support, enabling them to grow to their full potential in good health.
