Prasert Testifies to DSI on DE Ministry-Singapore Company MOU Linked to Special Case of Thai Iris Scan, Sees Political Harassment

"Prasert" testified to the DSI regarding the MOU between the Digital Economy Ministry and a Singapore company linked to the special case involving iris scans. He believes it is political harassment. When reporting, he denied knowing the investment group and said Thammanat coordinated bringing the Singapore investors for the MOU.

On 24 Dec 2025 GMT+7, it was reported that at 14:30 on 23 Dec, Mr. Prasert Chantraruangthong, former Minister of Digital Economy and Society (DE), gave testimony to investigators from the Department of Special Investigation regarding the MOU between the DE Ministry and a Singapore company linked to the special case of iris scans of 1.2 million Thais in exchange for digital coins. After giving testimony, Mr. Prasert told reporters he believes the matter is political.

"I must say that the information provided to the DSI is confidential and will not be disclosed. Whether this is political harassment or not, that can be seen as a possibility," Mr. Prasert said. .

It was reported that Mr. Prasert testified that the political side involved was R.O. Thammanat Prompao, then Minister of Agriculture and Cooperatives, who coordinated bringing the Singapore investment group to arrange the MOU. Mr. Prasert, as the DE Minister, reviewed the matter and found it aligned with the government's policy at the time. He therefore assigned civil servants to follow procedural steps and received confirmation that relevant agencies had discussed and approved proceeding, so he authorized the DE Ministry Permanent Secretary to sign.

On the day of signing, among the individuals appearing in media images, Mr. Prasert only knew R.O. Thammanat and Professor Dr. Narumol Pinyosinwat. He attended as a witness, did not know the Singapore investment group, and was unaware of the specific details outlined in the MOU.
