
Minister of Education Narumon revealed that the Teachers' Civil Service Board has approved criteria for evaluating empirical work awards, supporting policies that boost teachers' morale, encourage self-development, and foster the creation of quality work to advance Thai education.
On 25 December 2025, Professor Dr. Narumon Pinyosinwat, Minister of Education, chaired the 11/2568 meeting of the Teachers' Civil Service and Educational Personnel Commission (TCS). The meeting was attended by commission members, TCS Secretary-General Thanu Kwandetch, and relevant officials at Rajavallop Conference Room and via electronic systems.
The minister said the meeting approved criteria allowing teachers and educational personnel who have received awards for empirical work to apply for or advance to expert and special expert professional levels. This important policy aims to elevate the professional status of teachers by providing an option for those who have demonstrated creativity and received national or international awards to use these honors in their applications for advancement.
"These criteria amend the existing regulations and evaluation methods for teacher positions and professional status (W 9 - W 12/2021) while maintaining the DPA system assessment in two areas: skills in performing duties and results from work. A new option has been added for the third area, academic achievements, allowing teachers who have earned top national or international awards, as defined by the TCS, to submit these awards as part of their academic portfolio. This recognizes teachers whose outstanding work and high-level recognition reflect their knowledge and ability to create quality and valuable achievements comparable to other types of academic work."
Professor Dr. Narumon emphasized that this amendment does not contradict the original intent of the W PA evaluation, which prioritizes actual work performance impacting student learning outcomes and education quality improvement. It simply adds an option for teachers with outstanding high-level achievements, who must still establish work development agreements, meet specified qualifications, and pass the DPA evaluation as before. This main policy aims to boost morale and honor highly recognized teachers, while motivating all teachers to develop themselves and produce quality work that advances Thai education, benefiting the nation's children and youth in the long term.
The criteria will take effect on 16 May 2026. The TCS office will appoint a special task force to evaluate empirical work awards and establish an evaluation committee to develop relevant assessment details and enhance the DPA system to support these criteria and methods going forward.
