However, the People's Party has adopted a strategy of gradually unveiling technocrats (experts with specialized knowledge) to attract votes. The latest is Phiengphano Boonklam, the party's fifth technocrat, assigned to oversee public sector reform.
Phiengphano Boonklam holds a Bachelor of Laws with second-class honors from the Faculty of Law at Chulalongkorn University, a Master of Laws in Business Law from the same university, and an LL.M. degree from Columbia University School of Law in the United States. His most notable role was as Executive Vice President and Chief Legal Officer at PTT Public Company Limited, the highest legal position in the organization, responsible for governance, legal regulations, and legal risk management across the PTT Group.
He has also served as a director of the Thai Institute of Directors Association, senior legal advisor and managing partner at Weerawong, Chinnavat & Partners Limited, and as a lawyer and partner at White & Case (Thailand) Limited and Baker McKenzie Limited.
In social roles, he was elected president of the Chulalongkorn University Faculty of Law Alumni Association, recognized for his legal expertise.
Phiengphano's work is acknowledged for his expertise in Corporate Governance and for playing a key role in promoting transparent, internationally compliant business practices within PTT, including managing complex major business deals with rigor and legal compliance.
On 9 January 2026, the People's Party officially introduced Phiengphano Boonklam as part of its "People's Government Team," responsible for "public sector reform," generating considerable excitement. This marks his first foray into politics. He explained that after 38 years of work, he wishes to use all his energy and experience to create a positive impact at the national level. He noted that Thailand has long attempted public sector reform without success due to a lack of firm political will, and he aims to apply his knowledge of business law and governance to elevate the public sector.
The People's Party is viewed as leveraging the strategy of recruiting top executives from PTT to build trust among the middle class and business communities, showing the party has skilled personnel who understand the country's infrastructure system. It is also speculated that if the People's Party forms the government, Phiengphano Boonklam might take a ministerial position.
