As the segment began, "1 Question 2 Debaters" For the third question, Mr. Siripong raised the issue of policies by asking, regarding the public listening to politicians' campaign promises, when it comes time to implement them, some are not fulfilled. How would each party show accountability, especially when policies promised enthusiastically during campaigns disappear when it’s time to act? What should be done?
Mr. Paopoom said, "You asked directly, so I will answer directly. You probably mean the digital wallet. We have been working on the digital wallet for two years, half of the government’s term. We have been able to distribute funds to the people for half of the policy. If we complete the full 4-year term, we believe everyone will have the digital wallet project. It has been successful in terms of response and figures. It can increase GDP and reduce inequality compared to doing nothing over 2-3 years. We consider this a success."
Regarding Pheu Thai’s current policy proposals for economic stimulation, we must consider economic appropriateness at any given time, as economic policy design is dynamic. Addressing debt problems is important. You will see that Pheu Thai proposes comprehensive debt relief policies. We provide financial support to those earning less than the poverty line of 3,000 baht, helping them have sufficient income for subsequent meals.
We have a 30 percent agricultural product price insurance program to help farmers have stable income and promote agricultural innovation. We propose an agricultural lottery linking incentives with the public’s interest in gambling, encouraging savings. We have a "Millionaire Project" with nine prizes to gather data, expand the tax base, stimulate the economy, and bring in new taxpayers. We also propose SME support programs, including Thai e-commerce, increasing government procurement from SMEs, and new credit guarantee mechanisms. You will see that Pheu Thai offers comprehensive policies addressing the current economic situation.
Meanwhile, Dr. Weerayut responded, "This is a very good and constructive question. I believe all politicians and parties must answer it together. For Prachachon Party, we are concerned about this issue, so we have worked on policy training, requiring those involved in each policy area to find answers to What, Why, and How, meaning they must specify exactly what problems will be addressed.
Some issues relate to regulations and ministerial rules, which ministers can immediately amend. For example, regarding corruption and procurement, it is governed by the 2018 Finance Regulations. If this is amended, it can be resolved. We emphasize that every policy states clearly: if it involves legislation, we understand it takes longer and requires consensus in parliament; but if it’s a ministerial regulation, the minister can act directly at the policy level.
Therefore, we place great importance on this matter. Another concern is the budget framework available. Although there is an annual national budget, the actual usable budget after expenses is limited. Next year, the usable budget is about 690 billion baht, considered the policy spending space. For welfare like elderly allowances, we start from this limited budget, allocating how much to stimulate the economy, how much for welfare and education, resulting in amounts ranging from 1,000 to 1,500 baht. We follow financial discipline and prioritize both budget constraints and readiness to act immediately upon entering office."
