The letter requested that civil servants under the Ministry of Interior's jurisdiction—central, regional, and local levels—as well as local administrative organizations, perform their duties impartially and fairly. This comes amid reports that state officials, especially at the local level such as village headmen, village chiefs, and local administrative leaders in many provinces, have acted as mechanisms cooperating with certain politicians or parties in vote-buying schemes, collecting names and identity cards.
