Somchai Advises Citizens to Seek Court Order to Inspect Ballot Papers in Boxes, Verifying Serial Numbers at the Stub

Somchai advises citizens to request a court order to inspect ballots inside boxes to verify the serial numbers at the stub.

On 23 Feb 2026, Somchai Sri-sutthiyakorn, former Election Commissioner, posted on Facebook regarding the new ballots dated 22 Feb 2026, which lack serial numbers on the stub. He stated these ballots violate the Election Commission's regulations. According to the Election Commission's rules on MP elections, ballots must have serial numbers on the stub to facilitate counting each book's ballots, ensuring the total and serial numbers match those printed on the cover of each book.

The absence of serial numbers on each ballot opens the door to fraud, such as printing more than 20 ballots per book or distributing multiple ballots to a single voter at once. This causes ballot discrepancies where the number of ballots exceeds the number of voters.

1. If the Election Commission prints ballots without serial numbers on the stub, it is violating the law and breaching its own regulations, allowing legal action against the entire commission.

2. If the Election Commission claims serial numbers were printed on the stub but hidden by special means, such as invisible ink or printing on the back of the stub, all evidence is currently sealed inside ballot boxes. Citizens can request an inspection through a court order after filing a case under Section 157, alleging the Election Commission violated its own regulations.
