Election Commission Approves Governments Use of Emergency Budget to Aid 2025 Rainy Season Flood Victims

The Election Commission has approved the government's use of emergency funds to help disaster victims, and the government is moving forward with compensation payments according to the legal framework.


On 24 February 2026, Ms. Lalida Pertwiwatthana, Deputy Spokesperson of the Prime Minister's Office, disclosed that the Cabinet acknowledged the resolution of the Election Commission Office, which considered and approved on 17 February 2026 the Cabinet's prior decision confirming approval for the Department of Disaster Prevention and Mitigation, under the Ministry of Interior, to use additional fiscal year 2026 central budget contingency reserves totaling 2,203,445,900 baht to assist those affected by floods during the 2025 rainy season.

Ms. Lalida also said that the Cabinet originally resolved on 13 January 2026 to approve this budget use, based on the guidelines, conditions, and procedures for aid payments per the Cabinet resolution on 9 December 2025. However, the Election Commission requested that the process comply with Article 169 (3) of the Constitution before resubmitting for consideration.

Subsequently, at the Cabinet meeting on 3 February 2026, it was considered that the budget use was an urgent necessity to alleviate the suffering of disaster-affected citizens. The Cabinet reaffirmed its earlier resolution from 13 January 2026 and forwarded the matter back to the Election Commission for review. The Election Commission has now officially approved the measure.

The Deputy Government Spokesperson added that this budget approval complies with legal frameworks and aims to provide timely assistance to those impacted by the floods. The government has instructed relevant agencies to expedite aid disbursement to victims quickly, transparently, and with accountability.

“The government reaffirms its utmost priority on caring for citizens during disasters, carrying out all procedures in accordance with the Constitution and laws to comprehensively ease the suffering of the people,” she said. Ms. Lalida concluded.
