
The Election Commission (EC) dispatched the Deputy Secretary-General and the Director of the EC Bangkok Office to file a complaint with the Crime Suppression Division against a group of 4-5 individuals. They were found to be acting as a coordinated group photographing ballots and attempting to decode QR codes, aiming to discredit the process on 22 Feb.
On 25 Feb 2026 at 14:00 at the Central Investigation Bureau's reporting center, Mr. Kanchit Charoen-in, Deputy Secretary-General of the Election Commission (EC), together with Acting Sub-Lieutenant Samphan Saengkamlert, Director of the Election Commission Bangkok Office, met investigators under authorization from the EC to file a complaint against individuals involved in disturbances during the re-voting at polling station 9 in Khan Na Yao district on 22 Feb 2026.
Mr. Kanchit revealed that the EC had identified a group acting systematically by photographing ballots and QR codes, then attempting to decode them to challenge election results. This exceeded legal boundaries and aimed to undermine confidence in EC officials, despite assurances of transparent and trustworthy operations. Evidence submitted to investigators included recordings by officials and data collected from various social media platforms. Initially, charges will be brought against about 4-5 civic group members present during the incident, with further investigations planned to gather additional evidence for prosecutors.
When asked whether this action restricts civic oversight of election transparency, the EC Deputy Secretary-General responded that verification within legal limits is permitted. However, the group's behavior that day was outside legal bounds and violated the law. The EC decided to file complaints on multiple charges, primarily obstruction of official duties under the Organic Act on Election of Members of the House of Representatives, alongside relevant criminal code charges.
Furthermore, Mr. Kanchit emphasized that if others are found posting or sharing related information on social media causing damage, they will also face legal action. The initial focus is on the Khan Na Yao incident, but similar cases in other areas will be prosecuted fully under the law. Regarding penalties, whether imprisonment or political disqualification will apply, the process is at an early stage and will follow due legal procedure.
