
The government revealed that in the first five months of fiscal year 2026, excise law violations reached 15,827 cases, a 6.57% increase over the same period last year, with estimated total fines of 1.578 billion baht. Tobacco offenses were the most prevalent.
On 4 March 2026, Ms. Airin Panrit, Deputy Spokesperson of the Prime Minister's Office, stated that the government, through the Excise Department of the Ministry of Finance, has been implementing policies nationwide to crack down on excise law violations through various channels, including the Online Goods Suppression Center. In the first five months of fiscal year 2026 (October 2025 – February 2026), a total of 15,827 cases were apprehended, representing a 6.57% increase compared to the same period last year. Fines collected amounted to 455.42 million baht, with estimated total fines of 1.578 billion baht. Tobacco offenses accounted for the largest share at 60.65%, followed by alcohol-related violations at 29.82%. The breakdown by category is as follows.
1. Tobacco: 9,599 cases with fines totaling 294.50 million baht. Confiscated items include 152,376 domestic cigarette packs and 2,368,573 foreign cigarette packs.
2. Alcohol: 4,720 cases with fines totaling 58.69 million baht. Confiscated items include 116,160.5 liters of domestic alcohol and 6,442.555 liters of imported alcohol.
3. Oil and oil products: 494 cases with fines totaling 51.31 million baht. Confiscated volume was 1,264,587 liters.
4. Motorcycles: 409 cases with fines totaling 8.99 million baht. Confiscated units numbered 983 motorcycles.
5. Playing cards: 137 cases with fines totaling 1.26 million baht. Confiscated items included 9,507 decks.
6. Automobiles: 117 cases with fines totaling 15.76 million baht. Confiscated vehicles numbered 276 cars.
7. Fragrances and cosmetics: 104 cases with fines totaling 14.46 million baht. Confiscated items included 72,260 bottles and 41,838.294 kilograms of perfume concentrate.
8. Beverages: 72 cases with fines totaling 1.07 million baht. Confiscated volume was 40,718.292 liters.
9. Batteries: 139 cases with fines totaling 8.65 million baht. Confiscated quantity was 123,839 units.
10. Beverage products: 11 cases with fines totaling 0.56 million baht. Confiscated items included 733.735 kilograms of powdered drinks and 19,932.280 liters of concentrated beverages.
“The government has ordered the Excise Department to intensify continuous, comprehensive enforcement to protect state interests, ensure fair trade, and enhance social safety sustainably under the key policy of “Proactive Enforcement to End Illegal Cycles.” This focuses on proactive operations using data to target major sources of illegal networks (Data Driven Enforcement). The department's mission extends beyond tax collection to eliminating illegal, substandard products to ensure social safety and fair trade. Management covers the entire process from upstream, midstream, to downstream, through efforts to prevent smuggling along borders, intercept distribution channels, and improve laws to bring operators into the system.”
