President of the Supreme Administrative Court Proud of 25 Years Clearing Over-3-Year Pending Cases at 99.39% Completion

The President of the Supreme Administrative Court expressed pride in the 25-year achievement of clearing over-3-year pending cases at a rate of 99.39%, and is moving forward to become a “Smart Court” to enable the public to access justice that is fair, speedy, and modern.


At 10:30 a.m. on 6 Mar 2026 at the Supreme Administrative Court building in Chaeng Watthana, Mr. Prasit Sak Meelap, President of the Supreme Administrative Court, announced the court’s performance on the occasion of its 25th anniversary. Since the court began operating on 9 Mar 2001 until 28 Feb 2026, the Administrative Court has received 238,830 cases for consideration: 165,583 cases filed at the Administrative Court of First Instance and 73,247 appeals or direct petitions to the Supreme Administrative Court. Of all cases received, the court has completed judgments in 210,689 cases, representing 88% of cases accepted.


Regarding efforts to expedite, monitor, and manage cases pending over three years to ensure timely justice and improve case management efficiency, in fiscal year 2025 the Administrative Court was responsible for 39,757 cases. Comparing performance against the procedural timeline set by the 2023 Administrative Court announcement on case processing, 39,514 cases were completed within the prescribed timeframe, or 99.39%. For electronic enforcement of administrative cases involving parties, the target for fiscal year 2025 was 1,500 completed enforcement cases. As of 30 Sep 2025, 1,607 cases were completed, achieving 107.13% of the target.


The President of the Supreme Administrative Court added that regarding dispute mediation in administrative cases, since September 2019 when the court implemented mediation in all administrative courts nationwide, up to 28 Feb 2026, 1,023 cases entered the mediation process at the first-instance courts. Of these, 985 cases were successfully mediated, representing 96% of cases undergoing mediation. The most common cases requesting mediation involved administrative contract disputes.


“As the Administrative Court enters its 26th year, it is advancing not only in structure and case judgment statistics but also surpassing previous limits to become a fully realized electronic administrative court (e-Admincourt), preparing to evolve into a ‘Smart Administrative Court’ by modernizing with artificial intelligence technology. It is establishing transparent data architecture under good governance principles, enhancing digital skills for personnel at all levels, and continuously developing innovations to ensure that the court’s judgments and orders are accurate, fair, and trusted by Thai society. The ultimate goal is to enable the public to access administrative justice that is fair, swift, and modern.” Mr. Prasit Sak said.
