Professor Dr. Bawornsak completed primary education at Saengthong Wittaya School in Hat Yai district, lower secondary at Mahavajiravudh School, upper secondary at Triam Udom Suksa School, and earned a Bachelor of Laws with first-class honors from Chulalongkorn University. He qualified as a Thai Barrister (from the Institute of Legal Education of the Thai Bar Council). He earned an advanced degree in administrative law from Paris 2 University, a master's with honors in public law from Paris 10 University, and a doctorate with high honors in public law from Paris 10 University. He also graduated from the National Defence College (Class 41111) and holds honorary doctorates in law and public administration from Chulalongkorn University and other universities.
Professor Dr. Bawornsak is a renowned legal scholar in Thailand with a long-standing influential role in law, politics, and public administration. The media have honored him with the title "Distinguished Public Law Scholar." He advocates strongly for the principle of the Rule of Law, believing that governance must be based primarily on law, which must be fair and serve the public interest. Professor Dr. Bawornsak has served as a law professor at Chulalongkorn University, associate professor in the Department of Administrative and General Law, dean of the Faculty of Law at Chulalongkorn University, and the first Secretary-General of the King Prajadhipok's Institute, a position he held for three terms.
Politically, he has been an advisor to the Prime Minister on policy, a development concept advisor to the Prime Minister, a member of the Senate, Deputy Secretary to the Prime Minister for political affairs, an inspector general at the Prime Minister's Office (Inspector 10), acting Secretary-General of the Cabinet (the 18th), and Secretary-General of the Cabinet (the 18th). He resigned from government service to pursue a private career on 10 June 2006.
On 19 September 2025, he joined the Cabinet of Prime Minister Anutin Charnvirakul in the first Anutin Cabinet as Deputy Prime Minister in charge of legal affairs. Most recently, with the formation of the Anutin 2 Cabinet, Professor Dr. Bawornsak continues to hold the same position.
