Attaphon Orders Refineries to Boost Production for Songkran 2026, Announces Increased Crude Oil Purchases from Angola and the U.S.

To prepare for Songkran 2026, Energy Minister Attaphon has ordered refineries to increase production capacity, emphasizing that there is no shortage of crude oil at the source. Today, agreements were made to purchase an additional 2 million barrels from Angola and 600,000 barrels from the United States.


17 Mar 2026 GMT+7 Mr. Attaphon Rerkpiboon, Minister of Energy, gave an interview following the Cabinet meeting regarding measures to address the country’s energy usage, stating that he emphasized that crude oil supply at the source is sufficient, with refining capacity at 100% of full production, but the issue lies with transportation.

Regarding contingency plans to handle energy demand during the Songkran festival of 2026, when many people will travel back to their hometowns, Mr. Attaphon stated that he has ordered refineries to increase production capacity, with some operating above 100%, to ensure ample fuel supply.

“I urge the public not to panic about running out of fuel in Thailand, as the problem is only with transportation. Therefore, stockpiling fuel is unnecessary.”

The Energy Minister also addressed the negotiations to purchase crude oil from Russia, explaining that oil trade in Thailand operates under a free market system. Traders can negotiate purchases, with the Petroleum Authority of Thailand (PTT) acting as the main domestic trader. Prices from Russia are market-based, not special rates.

Regarding the U.S. exemption allowing several countries to trade oil with Russia, this applies only to oil already loaded onto tankers. Previously, such sales were unofficial, but now they are permitted for a limited 30-day period. Payment systems are still a risk factor. However, Thailand can source crude oil from other suppliers. Most recently, deals were made today to purchase nearly 2 million barrels from Angola and over 600,000 barrels from the U.S. Therefore, the Minister reiterated that crude oil sources and refining volumes are sufficient.

When asked about fuel stations limiting refueling to 500 baht per transaction, whether this restriction could be lifted, Mr. Attaphon said this is a management measure implemented by the station owners themselves, as the Ministry has not mandated a 500 baht limit per sale. This is due to potential delays in fuel delivery schedules. .
