
The Cabinet has approved in principle a draft royal decree to change the status of public land no longer in use within the Eastern Seaboard Industrial Estate (Rayong) expansion area to support industrial development.
On 17 March 2026, Ms. Lalida Pertvivattana, Deputy Spokesperson of the Prime Minister's Office, disclosed that the Cabinet approved the principle of a draft royal decree to change the status of public land commonly used by citizens within the general industrial zone of the Eastern Seaboard Industrial Estate (Rayong) expansion in Tasit Subdistrict, Pluak Daeng District, Rayong Province, to become the property of the Industrial Estate Authority of Thailand (IEAT), as proposed by the Ministry of Industry.
The Deputy Spokesperson explained that the key point of this draft royal decree is to change the status of public land, which was formerly a public road and is no longer used by citizens, consisting of two plots totaling approximately 1 rai 36.9 square wah, located within the general industrial zone of the Eastern Seaboard Industrial Estate (Rayong) expansion. This land will become the property of IEAT to be used for developing the industrial estate into a contiguous plot to support industrial operations.
This area is within the general industrial zone of the Eastern Seaboard Industrial Estate (Rayong) expansion, established to accommodate the growth of industry and investment in Rayong Province. Maintaining unused public land within the industrial estate has limited the development and allocation of space for industrial activities that require large, continuous areas.
The Deputy Spokesperson added that the process has followed all legal steps, including obtaining approval from the Tasit Subdistrict Administrative Organization and Pluak Daeng District, who raised no objections, as well as public consultation in the area. The Ministry of Interior has given consent, and IEAT has paid the land price to the Ministry of Finance in full, totaling 4,041,325 baht.
Additionally, the Department of Provincial Administration has verified and certified the accuracy of the area and administrative boundaries on the map attached to the draft royal decree to ensure compliance with Cabinet resolutions and relevant legal criteria.
“Approving the principle of this draft royal decree will facilitate continuous and efficient development of the industrial estate area and support the competitiveness of Thailand's industrial sector going forward,” Ms. Lalida said.
At the same time, the Cabinet has assigned the Ministry of Industry, together with the Ministry of Interior and related agencies, to consider and act on the feedback from the Office of the Council of State regarding relevant matters.
