On 23 March 2026, developments regarding the cabinet of Prime Minister Anutin Charnvirakul, known as Anutin 2 Cabinet, became clear: in the Bhumjaithai Party's quota, Bawornsak Uawanno, Deputy Prime Minister for legal affairs, was not included. It was later reported that Bawornsak declined the position of Deputy Prime Minister and all other posts to Prime Minister Anutin Charnvirakul. Rumors then circulated that Pakorn Nilprapan, current Secretary-General of the Council of State, would take over the role.
Pakorn Nilprapan, currently 57 years old, graduated with a Bachelor of Laws from Thammasat University and earned a Master of Laws in Trade Practices Law from the University of Sydney, Australia. He has completed various senior government legal executive training courses: the first class of the Government Legal Executive Program at the Office of the Council of State; the first class of the Senior Budget Executive Program at the Budget Bureau; the second class of the Senior Executive Program at the Royal Thai Police; the ninth class of the Senior Executive Program 2 (NBS 2) at the Civil Service Commission; the Rule of Law and Development (RoLD) program at the Thailand Institute of Justice (Public Organization); the 64th class of the National Defence College (NDC), known as the 'Hometown Class'; and the third class of the Climate Action Leaders Forum of the Ministry of Natural Resources and Environment.
Pakorn is regarded asa personwith expertise in economics, finance, fiscal policy, management and business administration, commerce and services, includingmarketing,and also has expertise in law and security. Pakorn is alsoa protégéof Meechai Ruchuphan, former chairman of the Constitution Drafting Committee of 2017, and Wisanu Krua-ngam, former Deputy Prime Minister.
