
"Narumon" chaired the Teachers' Council meeting approving 37 curricula from 11 institutions, certifying the competence of 3,245 teachers, greenlighting recognition of 1,398 foreign qualifications, and advancing reforms to the professional licensing system of teachers in Thailand.
On 25 March 2026, Dr. Narumon Pinyosinwat, Minister of Education, presided over the 4/2569 meeting of the Teachers' Council Committee. Council members, along with Associate Professor Dr. Amonwan Weerathammo, Secretary-General of the Teachers' Council, and other committee members and secretaries, attended the meeting held at the Ratchawallop Conference Room.
Dr. Narumon stated that the meeting approved the certification of degrees and educational certificates according to professional standards, including endorsing 37 curricula from 11 institutions. It also approved modifications to details of previously certified degrees and certificates involving student admission plans from 4 institutions, covering 15 curricula. The council agreed on certifying the professional competency assessment results of 3,245 teachers who passed the 3/2569 evaluation, covering professional conduct and performance standards. Regarding recognition of foreign qualifications for teacher licensing, the council approved 1,398 cases under the 2023 Teachers' Council announcement on recognizing foreign qualifications. The Secretary-General's office was tasked to proceed with related actions.
Dr. Narumon added that the meeting also approved the draft Teachers' Council announcement on credit transfer and training for professional knowledge recognition (second edition), which includes details allowing the Teachers' Development Institute to serve as a training unit of the council. It includes other amendments for clarity and consistency in implementation. The council recognized the training results of the standard professional knowledge courses for teachers who are temporarily exempt from holding a controlled professional license, certifying 264 individuals who completed all seven modules of the KSP 7 Module course in the first session of 2569.
"The council approved adjusting the sustainable teacher testing development plan by transitioning the teacher professional license issuance from the PBA system to the professional teaching license system. It also revised knowledge and professional experience testing methods according to teacher professional standards by adding indicators such as experience equivalency and competency alongside test scores. The council approved recruitment processes for appointing members to the Professional Standards Committee for educational management positions to fill vacancies and appointed a subcommittee to handle this recruitment for members vacating before term completion." Professor Dr. Narumon stated.
Additionally, the meeting acknowledged several issues including:
1. Report on the operations of the Subcommittee on Professional Knowledge and Experience Recognition, session 2/2569, such as recognizing the Doctor of Education degree from Eastern Michigan University for applying for educational administrator licenses; certifying 30 individuals for completing the standard professional knowledge teacher course; and certifying foreign nationals temporarily exempt from holding controlled professional licenses, including 3 foreign graduates recognized by the Ministry of Higher Education, Science, Research and Innovation, plus 2 foreign and Thai graduates from Thailand.
2. Approval in principle to issue temporary controlled professional licenses (teacher category) to successful candidates for assistant teacher positions under local administrative organizations for two years from appointment date, aligning with assistant teacher standards and relevant laws. License holders must develop qualifications to apply for professional licenses as specified by the Teachers' Council under the 2024 announcement permitting temporary practice without a license.
3. Progress report on internal control plan implementation for fiscal year 2569 of the Teachers' Council Secretariat for quarter 1 (1 October - 31 December 2568). 4. Progress report on performance results monitoring according to key performance indicators of the Teachers' Council Secretariat under the public organization evaluation framework established by special law for fiscal year 2569, quarter 1.
