The Energy Business Department explained the dashboard showing crude oil volumes entering refineries before distribution nationwide. It revealed cooperation with the Department of Special Investigation (DSI) to seize three illegal oil yards in Saraburi holding a total of 31,299 liters of hoarded diesel and gasoline, vowing to prosecute fully.
At 6:00 p.m. on 25 Mar 2026 at Government House, Sarawut Kaewtatip, Director-General of the Energy Business Department, spoke after an energy situation meeting about creating a dashboard per the Prime Minister’s order. This dashboard requires oil traders under Section 7 and refineries to submit data to the department. Since 23 Mar, crude oil refined in Thailand comes 53% from the Middle East, 11% from East Asia, 9% domestically produced, and 27% from other sources including the U.S. and Eastern America. On 23 Mar, 65.12 million liters of basic diesel (B0), not yet blended with biodiesel, were refined. Current basic diesel stocks across refineries total 868 million liters, and basic gasoline stocks 408 million liters.
Sarawut explained that basic diesel storage tanks are divided into three parts: first, about 3.024 million liters sold to neighboring Laos; second, 2.04 million liters sold to Section 7 traders supplying other industries such as electricity and construction; and third, diesel designated for biodiesel (B100) production to make regular diesel (B7) stored in blended fuel tanks. Total blended diesel stocks in the country amount to 90.7 million liters, with 43 million liters of blended diesel stored in tanks.
Sarawut added that blended fuel tanks ready for public sale supply three main channels: direct sales from Section 7 traders’ depots and refineries to gas stations, industries, government agencies, and state enterprises; shipments by train, ship, and truck to regional depots totaling 7.28 million liters; and Section 7 traders distributing to gas stations and industry totaling 78.964 million liters. Meanwhile, the Energy Business Department, in cooperation with the Department of Special Investigation’s Special Case Operations Center Area 1, inspected tip-off locations in Suan Dok Mai Subdistrict and found three illegal oil yards in villages 7, 10, and 11 of Suan Dok Mai, Sao Hai District, Saraburi Province. Yard 1 contained 7,840 liters of diesel; yard 2 had 3,859 liters of diesel plus 600 liters; and yard 3 held 8,000 liters of diesel, 7,000 liters of Gasohol 95, 2,000 liters of E20, and 2,000 liters of Gasohol 91. Total oil volume across the three yards was 31,299 liters. Authorities will pursue the case to the fullest extent of the law, as these acts constitute hoarding and unauthorized oil sales.
