Ministry of Energy Tightens Section 7 Oil Traders Reporting on Stock and Prices, Coordinates with Justice, DSI, and Interior Ministries for Nationwide Transport Checks

The Ministry of Energy has stepped up oversight of fuel traders under Section 7, requiring strict reporting of stock and prices to prepare for Middle East conflicts, while coordinating with the Ministry of Justice, the Department of Special Investigation, and the Ministry of Interior to monitor transport data nationwide.


27 Mar 2026 GMT+7 Mr. Wutthat Tantives, Deputy Director-General of the Department of Energy Business, briefed the Center for Management and Monitoring of the Middle East Conflict Situation (CMMC) on the latest developments. From 1 to 24 March 2026, the total production of diesel was 81.51 million liters per day, sales totaled 81.63 million liters per day, exports were 4.55 million liters per day, making overall sales and exports 86.18 million liters per day.

. For gasoline, from 1 to 24 March 2026, production was 37.12 million liters per day, sales were 35.10 million liters per day, exports amounted to 0.004 million liters per day, with total sales and exports at 35.10 million liters per day.

Regarding diesel and gasoline, the Department of Energy Business has instructed Section 7 oil traders to submit additional fuel receipt and dispatch information from storage facilities in compliance with the Prime Minister's order. Thailand has 92 oil storage facilities for distribution, including 53 legally designated fuel reserve facilities and 39 Section 7 traders' storage sites whose reserve status is undisclosed, combined with Section 10 traders' facilities. The Department of Energy Business has created additional forms for reporting delivery data to destination stations and vehicle registration details, forwarding this information to the Ministry of Justice, DSI, and Ministry of Interior for further verification.

Meanwhile, the Ministry of Energy has issued a ministerial announcement setting standards and conditions for oil traders' operations due to the Middle East conflict. Key points require Section 7 traders to disclose prices and stock levels at all locations, clearly display price and remaining fuel signs, and submit accurate daily reports to the Department of Energy Business by 18:00 hours via datapmo@doebonline.doeb.go.th.

Another key point mandates that oil traders sell fuel at prices displayed at refinery gates, not exceeding those announced on the Ministry of Energy's website or pump prices. Section 7 traders operating refineries must report refining costs to the Department of Energy Business every Friday by 12:00, and report all fuel transport data each time fuel leaves storage facilities.

The 'Fuel Now' application has been developed to enable provincial energy officers to access the locations of fuel stations in various provinces and monitor their status, including whether fuel types are fully available or partially out of stock. Operators are encouraged to promptly update information to facilitate swift monitoring.

Mr. Wutthat further stated that for cases where fuel transport invoices have been issued following the Department of Energy Business's regulations on transportation methods and conditions, oil traders must report sales or fuel transfer data along with copies of transport invoices into the Fuel Transport Monitoring System at https://Fuel-DM.doeb.go.th every time a transport invoice is issued. Reporting with invoice copies has been required since 1 February 2026.
