
On the first anniversary of the OAG building collapse, MP Suphanat filed a complaint with the National Anti-Corruption Commission (NACC) alleging a Section 157 violation by the OAG concerning breaches of the Building Control Act, specifically for constructing the building without submitting building plans and calculation documents to the Bangkok Metropolitan Administration (BMA) for safety inspection.
At 11:11 a.m. on 27 Mar 2026 GMT+7. Mr. Suphanat Meenachainan, Member of Parliament (MP) for Bangkok's District 9, representing the Prachachon Party. posted a message onFacebookstating that on the first anniversary of the Office of the Auditor General (OAG) building collapse, he took the opportunity to file a complaint with the National Anti-Corruption Commission (NACC) requesting an investigation and indictment of the OAG for actions that may constitute misconduct or dereliction of duty under Section 157 of the Criminal Code.
Based on information obtained while serving as a member of the special parliamentary committee studying the enhancement of construction standards, safety measures, victim compensation, and the development of the construction industry, the House of Representatives found that the OAG failed to comply with the Building Control Act B.E. 2522 (1979) by not submitting crucial safety documents such as building plans and calculation reports to Bangkok Metropolitan Administration (BMA) for review, yet proceeded to contract the construction immediately.
Suphanat further stated that according to the investigation committee's report on the OAG building, the submitted building plans were problematic and did not meet the prescribed standards. Had the OAG submitted the plans and calculation reports (which are legally required documents) to BMA for inspection as mandated by the Building Control Act B.E. 2522, it could have been a preventive step to avoid or reduce the damage.
“However, the OAG’s failure to follow the legally required procedures constitutes a violation of the Building Control Act B.E. 2522 and amounts to misconduct or dereliction of duty under Section 157 of the Criminal Code. Therefore, I request that the NACC investigate and indict the OAG accordingly.”
