He spoke before the start of the special Cabinet meeting, expressing congratulations to all ministers who will work together as members of this Cabinet. All have recently received the royal speech from His Majesty the King after their oath-taking ceremony, indicating that this Cabinet is ready to continue governing the country.
He added that the oath taken before the national monarch should serve as a guiding principle for their work and in addressing the various hardships faced by the people. This Cabinet must work diligently from day one, with no honeymoon period or probation; everyone has completed their trial period.
“We assume our duties amid global crises caused by conflicts in various countries, especially in the Middle East. Thailand is inevitably affected. Nevertheless, I believe that with the cooperation of all ministers in this government, we will solve problems, reduce hardships, and advance our country through our collective efforts, always prioritizing the people's interests as our common goal.”
The Prime Minister continued that most Cabinet members already know each other well. Many are senior and respected, while others are younger with energy and wisdom ready to serve the country. He urged everyone to use their strengths fully in cooperation to ensure the government’s missions are executed with maximum efficiency.
“I respectfully ask all ministers to consider this Cabinet as one entity without coalition parties. We serve under His Majesty the King and the people of Thailand. I am ready to listen to your opinions, proposals, policies, and actions. There will be no elaborate formalities; please work with love, unity, and mutual understanding. Given Thailand’s current situation, the Cabinet’s unity will enable us to overcome all challenges.”
Cabinet meetings will be held every Tuesday, mostly on the 5th floor of the Government Complex, starting at 10:00 a.m. Ministers wishing to discuss matters among themselves or with the Prime Minister before meetings should notify the Cabinet Secretary. The Prime Minister is ready to meet everyone and help realize their intentions fully.
He also stressed the importance of Cabinet meetings as a crucial government function. He candidly noted that, even before he became Prime Minister and during his previous administration about five months ago, the Cabinet Secretary often recorded absences, with full attendance only on the first day. He earnestly requested that if ministers cannot attend Cabinet meetings, they cannot serve the people. The Cabinet is a forum for consultation, not just a rubber stamp. Ministers must apply their knowledge, experience, and abilities so that Cabinet resolutions are effective and correct.
Therefore, all ministers must strictly prioritize Cabinet meetings, except those with official overseas duties, duty shifts, or royal service obligations. Everyone should attend meetings consistently. Avoid excessive paperwork by signing files at ministries or scheduling senior officials instead. The Cabinet meeting is scheduled every Tuesday at 10:00 a.m., and he will try to conclude meetings by noon. Past governments managed to keep meetings efficient and not overly long, which he sees as effective practice. Exceptions will be made for especially important issues or when the agenda is unusually heavy.
Besides that, there is no concern since most ministers know each other well, except some new ministers who are members of parliament. He believes the work will proceed smoothly and is always ready to assist in resolving any problems to ensure your missions succeed.
Today’s special Cabinet meeting will consider the draft government policy statement before forwarding it to the Speaker of Parliament. Earlier, he met with the Speaker, who emphasized that if the Cabinet approves the draft today, the Cabinet Secretary should immediately request a parliamentary session without waiting until tomorrow, so the government’s policy statement date can be set. There will also be agreements on Cabinet meeting procedures and appointments of key political officials.
Given the current energy situation, energy-saving cooperation is urgent and necessary, especially for the government to set a good example for the people. Previously issued directives should continue, and all government agencies must comply with Cabinet resolutions regarding Work From Home or Work From Anywhere policies, which so far have not been implemented seriously.
For agencies lacking readiness or IT systems, he assigned the Ministry of Digital Economy and Society, the Digital Government Agency (DGA), and the Office of the Council of State to support effective implementation. Since the Council of State has successfully implemented Work From Home and Work From Anywhere policies for years, it can advise other government agencies. The Budget Bureau is requested to provide necessary funding. Ministers should oversee to ensure these policies are effective for energy savings and set a good example for the public.
Simultaneously, he asked the Office of the Permanent Secretary to the Prime Minister (OPSPM) to revise the regulations on government vehicles under its supervision and the Government Vehicle Committee to suit current circumstances. This includes options for future vehicles such as electric or hydrogen-powered. Deputy Prime Minister and Minister of Higher Education, Science, Research and Innovation, Mr. Yotsanan Wongsawat, was asked to provide additional useful information to help OPSPM issue regulations on government vehicles for maximum benefit.
Regarding medicines, he asked the Minister of Public Health, Mr. Pattana Promphat, to ensure readiness because in crises there might be issues with medicine transport, shortages, or packaging materials linked to petroleum refining or downstream petrochemical industries. He urged to strengthen domestic drug security and promote use of medicines produced in Thailand, addressing regulations to increase reliance on domestically made drugs as much as possible.
Finally, he informed the Cabinet that he has issued six Prime Ministerial orders under the Emergency Decree on Fuel Shortage to address fuel scarcity caused by Middle East conflicts. The Cabinet Secretary will summarize these orders briefly for the Cabinet’s awareness before the regular agenda. Deputy Prime Minister Mr. Pakorn Nilprapunt will then explain roles and responsibilities before the Cabinet submits its policy statement to Parliament.
