
The Minister of Defence affirms that modern security must be comprehensive. He announces the elevation of “volunteer soldiers,” who serve voluntarily, and invites external participants to join the reform of a transparent and accountable military.
On 10 Apr 2026 GMT+7, Lieutenant General Adul Boonthamcharoen, Minister of Defence, presented his security policy for the first time, emphasizing that in today's volatile and polarized world, national security extends beyond military defense to include public safety, regional freedom, and the nation's dignity on the global stage.
Lieutenant General Adul stated that the Ministry of Defence will drive all policies grounded in sovereignty and security, relying on cooperation from all sectors. Drawing from his lifelong experience serving along border areas, he explained that borders are not merely geographic lines but the frontline of security. Therefore, the government will focus on securing borders from all threats while improving the quality of life for personnel operating there.
Regarding weapons and equipment development, the Minister of Defence confirmed that the military must maintain combat readiness and modernization aligned with 21st-century threats, both technologically and in intelligence. Procurement will prioritize domestic industry under principles of cost-effectiveness, transparency, and accountability, aiming for sustainable self-reliance.
A key highlight is the issue of “volunteer soldiers.” Lieutenant General Adul firmly stated that military effectiveness must stem from voluntary service, transforming the social perception of soldiering from a lost opportunity into a “significant life opportunity.” The military will serve as a training institution, enhancing welfare, compensation, education, and vocational training tailored to needs, enabling volunteer soldiers to secure stable careers after discharge.
“Volunteer soldiers will be essential in strengthening security and represent a quality human resource asset for the country long-term. I will establish a working group including experts from inside and outside the military to carefully consider this matter, aiming toward true professional soldiering,” Lieutenant General Adul said. He added that the Ministry of Defence is ready to fully protect national interests and public safety under the working motto: “Act immediately, unite as one, then prevail.”
