Yotsanan Assigns P.Y.P. Three Urgent Tasks to Overhaul Outdated Laws and Propel Thailand to High-Income Status

Yotsanan has directed the Office for National Reform, National Strategy, and Reconciliation (P.Y.P.) to accelerate three urgent missions: implementing a Regulatory Guillotine to eliminate laws obstructing Thai livelihoods, unlocking the Wellness Economy, and utilizing AI as a tool to propel Thailand to high-income country status.

On 17 April 2026, the Office for National Reform, National Strategy, and Reconciliation (P.Y.P.) met with Deputy Prime Minister and Minister of Higher Education, Science, Research and Innovation, Yotsanan Wongsawat, to receive policy guidance on advancing the nation's strategic priorities. The shared goal is to use science, technology, and innovation as the "backbone" to elevate Thailand beyond the middle-income trap toward long-term high-income status, with a framework focused on three urgent key issues.

Yotsanan urged P.Y.P. to fully implement the Regulatory Guillotine policy to remove redundant, outdated regulations that hinder the livelihoods of citizens and businesses. The government’s role is to shift from a "controlling state" to a "service state" that genuinely facilitates processes, enhancing transparency in approvals and licensing, reducing discretionary powers that enable corruption, and boosting the country's competitiveness to meet global standards.


Yotsanan assigned P.Y.P. to develop legal frameworks and policy mechanisms covering the entire value chain of the Wellness Economy. He set an ambitious target for it to become Thailand’s Champion Product, affirming, “Thailand can become number one in the world, and no one can dispute that.”

At the upstream level, P.Y.P. is tasked with developing legal sandboxes to push Thailand to become the region’s Clinical Trial Hub, attracting investment in clinical research and advanced medical industries to the country.

At the midstream and downstream levels, the focus is on enabling new medical technologies—such as Cell and Gene Therapy, high-value medical devices, and Medical AI—to reach Thai patients faster. This includes upgrading health tourism services and all related businesses, aiming to establish the wellness economy as a genuine “new economic engine” for the nation.

Yotsanan also instructed P.Y.P. to develop artificial intelligence (AI) systems to support policy formulation, legal data analysis, and expedite the advancement of key national legislation, such as the Platform Economy bill. This will align laws with the rapidly evolving economic and social context and enhance the country’s capacity for a systematic transition to a digital economy.
