Amending the law to grant the governor real authority requires strong support from MPs and local councilors to push it through together.
Nattapong cited examples where local administrations, including Bangkok, face issues where even well-intentioned executives must compromise with local council members to pass budgets. Budgets are often divided to distribute to council members; otherwise, funding is withheld. For instance, Bangkok’s expensive running track issue highlights that without the administration’s and councilors’ strong support, problems cannot be resolved and are subject to continual political bargaining.
