Cabinet Approves Measures to Curb Bribery of State Officials, Assigns PACC as Lead Agency

The Cabinet approved measures to prevent bribery of state officials, assigning the Public Sector Anti-Corruption Commission (PACC) as the main agency to lead implementation, with a report due in 30 days before submitting to the next Cabinet meeting. It also approved establishing a "Relief and Rehabilitation" fund for disaster victims to provide assistance and recovery support.


At 13:30 on 21 Apr 2026 GMT+7, at the Government House, Ms. Ratchada Thanadirek, spokesperson for the Prime Minister's Office, announced following the Cabinet meeting that the Cabinet acknowledged anti-corruption measures concerning bribery proposed by the National Anti-Corruption Commission (NACC) in eight key points as follows.

1. Accelerate implementation of the 20-year strategy for preventing and combating corruption.

2. Promote and support agencies responsible for investigating and prosecuting corruption cases.

3. Disclose government information and encourage public participation.

4. Set policies to expedite legal reforms.

5. Improve work processes to prevent risks of corruption and bribery in giving and receiving.

6. Develop information technology systems of state agencies for approval and authorization procedures.

7. Promote and support the private sector in anti-bribery efforts.

8. Campaign to foster values of honesty and instill awareness against corruption and bribery in giving and receiving.


Additionally, the Cabinet assigned the Public Sector Anti-Corruption Commission (PACC) as the "main agency" to drive these measures, coordinating with related agencies such as the Ministry of Finance, Ministry of Digital Economy and Society, Budget Bureau, Comptroller General's Department, Office of the Public Sector Development Commission, Royal Thai Police, Anti-Money Laundering Office, as well as other government and private agencies.

The PACC is also tasked with summarizing the overall review and progress, submitting the report to the Secretariat of the Cabinet within 30 days from the notification date to present to the Cabinet for further consideration.

These measures are expected to effectively address the chronic problem of bribery in Thai society, enhancing the country's image and boosting confidence among both domestic and foreign investors.


Cabinet Approves Establishment of “Relief and Rehabilitation” Fund for Disaster Victims

Meanwhile, the Cabinet approved the establishment of a “Fund for Relief and Rehabilitation of Disaster Victims” under the Disaster Prevention and Mitigation Act, amending the 2007 Act to ensure effective, continuous assistance, support, and rehabilitation for disaster victims.

The 2007 Act has been the main legal framework for over 18 years, defining the government's role and authority to manage disasters effectively and cohesively. However, disasters have become more frequent and severe. Although the government provides aid through central budgets, budget constraints cause delays in relief. From 2003 to 2026, the government has spent about 123 billion baht on disaster relief, averaging 5.3 billion baht annually, with 2026 spending reaching 25 billion baht.

Therefore, establishing this fund aims to provide a reliable financial source for assistance, support, and rehabilitation of disaster victims, offering flexibility and reducing procedural delays in disbursing aid. This will ensure continuous financial backing and aligns with the Prime Minister’s policy announced to Parliament to develop a comprehensive disaster care system covering all households swiftly and fairly.
