Prime Minister Orders Study on Emergency Loan Decree and Public Debt Ceiling Expansion to Prepare for Worsening Crisis

The Prime Minister has ordered Deputy Prime Minister Ekniti and the Council of State to study the details of the emergency loan decree and the expansion of the public debt ceiling in preparation for a possible worsening crisis, but no decision has been made yet on whether to borrow funds.


On 21 April 2026, reporters reported that today's Cabinet meeting did not discuss issuing an emergency loan decree for 500 billion baht. However, toward the end of the meeting, Prime Minister and Minister of Interior Anutin Charnvirakul instructed Deputy Prime Minister and Minister of Finance Ekniti Nitithanprapas, along with the Council of State, to study the details in case an emergency loan decree and public debt ceiling expansion need to be issued. Meanwhile, Ekniti expressed at the Cabinet meeting that issuing an emergency loan decree is feasible, given the current global crisis and energy crisis affecting the world widely.

A source from the Government House revealed that the Prime Minister's order to study the emergency loan decree does not indicate a decision to borrow funds at this time, but is a preparation so that action can be taken immediately if the crisis worsens. In addition, Cabinet sources reported that the Prime Minister has also emphasized strict qualification checks for political appointees, including advisers to ministers. Reporters noted that this is the first time such rigorous vetting has been applied to ministers’ advisers, a position that previously did not undergo such scrutiny.
