On 22 Apr 2026 GMT+7, Mr. Chulaphan Amornwiwat, Minister of Labour, presided over the ceremony to present basic training toolkits (livelihood toolkits) under the 2026 Fiscal Year project to enhance informal labor skills aligned with individual capabilities for career development. Mr. Samas Patamasukon, Director-General of the Department of Skill Development, reported at the ceremony. Executives from the Ministry of Labour and the Department of Skill Development attended the event held at the 6th floor conference room, Building DSD, Department of Skill Development.
Minister of Labour Chulaphan Amornwiwat expressed his pleasure and honor to preside over the ceremony presenting the basic training toolkits, also known as the "livelihood toolkits." He congratulated all recipients who participated in the informal labor skills enhancement training project.
The Minister emphasized the government's social and welfare policy aimed at elevating human capital and improving citizens' quality of life comprehensively and sustainably. Since assuming office as Minister of Labour, he has been committed to enhancing life quality, supporting workers facing current crises, while considering measures to reduce expenses and addressing citizens' hardships. The policy promotes opportunities to gain employment, income, and fair wages consistent with living costs, along with access to appropriate welfare systems. Today's presentation of livelihood toolkits not only provides equipment for careers but also extends opportunities for citizens to apply their acquired knowledge and skills to create sustainable livelihoods and improve their and their families' quality of life.
Urgent call to accelerate Upskill Reskill efforts.
"On this occasion, I commend the Department of Skill Development as the main agency enhancing workforce potential and urge it to accelerate the 'Upskill Reskill: Learn with Budget, Graduate with Job' program. This aims to develop labor skills aligned with modern technologies such as AI and automation systems, enabling Thai workers to acquire internationally recognized skills and adapt promptly to the ongoing changes affecting our lives and work," said Mr. Chulaphan.
The informal labor skills enhancement project for the 2026 Fiscal Year targets training 35,000 people nationwide. So far, the Institute of Skill Development and Skill Development Offices have trained 22,866 individuals, resulting in a 10.38% productivity increase and an average income of 15,181 baht per person per month, generating an additional national income of 347,128,746 baht. Today's activities were conducted by the Institute of Skill Development 13 Bangkok, targeting 900 trainees from October 2025 to April 2026, with 237 trained so far. Toolkits were presented to five cohorts totaling 70 trainees in delivery restaurant and street food cooking courses. The toolkits include high-pressure gas stove sets with accessories, gas grill sets with accessories, and electric air fryers, each valued up to 4,000 baht. Graduates can use these tools to start their careers.
