
The Navy Chief endorsed the policy to cancel MOU 44, affirming it is possible because Cambodia is now a member of UNCLOS, allowing discussions within the member framework.
At 11:15 a.m. on 23 Apr 2026 at the Government House, Admiral Thadawut Tadpitakkul, Navy Chief, spoke after attending a National Security Council meeting. He said the meeting discussed canceling MOU 44 since it has been in use for a long time with no progress. Now that Cambodia has joined the United Nations Convention on the Law of the Sea (UNCLOS) 1982, discussions can be held among members for Thailand’s benefit.
When asked what mechanism would be used to manage international waters after canceling MOU 44, Admiral Thadawut said they would use the international law principles of UNCLOS, of which both Thailand and Cambodia became members in March.
Asked about the next steps to cancel MOU 44, Admiral Thadawut said the government would handle the next phase, while the Navy would implement it. Regarding the Navy’s practice in protecting the country’s maritime sovereignty, once the government and the Ministry of Foreign Affairs provide clear directives, the Navy is ready to act immediately following government policy.
When asked how they would respond if Cambodia objects, Admiral Thadawut said the matter would be discussed in international forums.
