
The Secretary-General of King Prajadhipok's Institute addressed the controversy surrounding “TopForm 001,” highlighting its focus on developing new-generation leaders and emphasizing that a diverse committee is a hallmark of democracy.
On 25 Apr 2026 GMT+7, Mr. Isara Sereewatthanawut, Secretary-General of King Prajadhipok's Institute, posted a clarification regarding the new “TopForm 001” program following online criticism. He affirmed a shift in approach from merely “developing leaders” to “creating high-quality raw material” to feed into Thailand's political system.
Mr. Isara explained that the program aims to select 63 promising young individuals to prepare them comprehensively, from election law to state ceremonial customs, providing society with high-quality options. He noted that previous courses typically trained those already in positions, which limited change. “TopForm 001” instead focuses on nurturing new-generation leaders ready to enter politics. Even if only some can be refined to attain real positions and improve politics, it remains a worthwhile investment.
Regarding concerns over the committee's diverse composition, which includes not only academics, Mr. Isara clarified that gaining power in reality requires not just knowledge but also communication skills and credibility. Therefore, journalists and communication experts were invited to participate in selection, reflecting the diversity of Thai society across all spectrums and colors.
Mr. Isara stressed that the goal is not to have a committee that “pleases everyone” but one that “reflects all sides,” as democracy involves coexistence amid differing opinions. He described the criticism as part of society's learning process and evidence of the program’s vital necessity.
“TopForm 001 may not be the complete solution but is a starting point to find answers, aiming to produce leaders who understand Thailand’s social complexities and are ready to be part of change,” Mr. Isara concluded.
