
The government is moving forward with adjusting compensation for "local contract employees," effective retroactively from 1 May 2024, to raise income levels in line with the public sector salary adjustment policy that applies to civil servants.
On 27 April 2026, Ms. Lalida Pertvivattana, Deputy Spokesperson of the Prime Minister's Office, revealed that the government is advancing efforts to enhance the income and quality of life of local public sector personnel. The Central Committee on Local Officials and Employees has issued a notification adjusting compensation rates for contract employees of local administrative organizations, aligning with the government's policy to adjust salaries for civil servants and state officials, based on the Cabinet resolution dated 28 November 2023.
The key point is the adjustment of the compensation rate schedule for contract employees of provincial administrative organizations, municipalities, and subdistrict administrative organizations. This covers all types of contract employees: general, mission-specific, and specialist contract workers. The adjustment takes effect retroactively from 1 May 2024 and will be revised again from 1 May 2025 to correspond with qualifications, skills, and job characteristics.
For those employed before the notification's effective date, compensation will be increased as a form of "compensation payment" to ensure their pay does not fall below that of newly hired employees under the new rates. Local administrative organizations will issue orders to adjust compensation in accordance with the prescribed criteria.
Ms. Lalida stated that this compensation adjustment marks an important step in caring for local personnel, who are the main workforce delivering services to communities. Their work includes public services, technical tasks, administrative duties, public health, urban development, and supporting local government missions.
"Local contract employees are frontline workers who interact most closely with the public. This compensation adjustment is not merely a numerical increase in income but a confirmation that the government values workers at all levels and aims to boost morale within the local government system to ensure quality services for the people," she said.
The government is committed to fair income care for state officials while enhancing public sector and local administrative efficiency to provide faster, more equitable, and higher-quality services to the population.
