May 1992 Victims Families Committee Urges Government to Revive Peace Promotion Bill

The May 1992 Victims' Families Committee has urged the government to revive the draft Peace Promotion Act to build national unity, stressing that it will not affect corruption cases, serious criminal offenses, or Section 112.


On 28 Apr 2026 GMT+7 at the Government Complaint Center 1111, Mr. Adul Khiewboriboon, chairman of the May 1992 Victims' Families Committee, submitted a letter to the government urging the advancement of the Peace Promotion Act draft aimed at national unity. The letter addressed the Prime Minister, Mr. Anutin Charnvirakul, citing the King's speech on fostering social harmony in Thailand. The draft law, which had received approval from the House of Representatives through three versions—from the Bhumjaithai Party, United Thai Nation Party, and the Thai Teachers for the People Party—and had passed the first reading in the Senate, was close to completion before the parliament was dissolved. Therefore, the committee requested the Prime Minister to demonstrate leadership by instructing relevant parties to enable Parliament to continue its consideration to promote unity amid the current crisis.


The Victims' Families Committee has been advocating for national unity for over 30 years, citing the following reasons: The core of the Peace Promotion Act draft grants amnesty to political protesters listed in its annex but excludes three major offenses: 1) corruption cases, 2) serious criminal cases, and 3) offenses under Section 112, thereby creating a "conditional amnesty". "Conditional amnesty" It allows youths under 16 years old who have been prosecuted to rehabilitate themselves. The committee believes that over two decades, Thailand has suffered deep wounds and severe divisions with polarized factions. Any reform is unlikely to succeed under such a fractured nation.

If the Peace Promotion Act draft becomes law, it is believed that reconciliation and harmony will be realized concretely. The government would thereby perform a great merit for the country and Thai society, in line with the royal teaching: "There is no greater merit than forgiveness." The Victims' Families Committee, representing every affected family, calls for action before the May 1992 remembrance event on 17 May.
