Cabinet Appoints Ploytale as New Deputy Government Spokesperson, Transfers Witya as Director-General of Royal Rainmaking Department Replacing Rachen

On 28 Apr 2026 GMT+7, the Cabinet appointed Ploytale as the new Deputy Government Spokesperson, transferred Witya Kaew to serve as Director-General of the Royal Rainmaking Department replacing Rachen Silparaya, and approved ministers as acting ministers for various ministries.


On 28 Apr 2026 GMT+7, Ms. Lalida Pertvivattana, Deputy Spokesperson of the Prime Minister's Office, announced that the Cabinet resolved the following appointments: 1. Regarding the appointment of acting Minister of Energy, the Cabinet approved in principle, as proposed by the Ministry of Energy, assigning the Minister of Industry, Mr. Warawut Silpa-archa, as acting Minister of Energy when the Minister of Energy position is vacant or the minister is unable to perform duties, according to Section 42 of the Administrative Procedures Act, B.E. 2534 (1991). This takes effect from 28 Apr 2026 GMT+7 onwards, with Deputy Prime Minister Mr. Akiniti Nitithanprapas's approval.

2. The Cabinet approved in principle, as proposed by the Ministry of Natural Resources and Environment, assigning ministers as acting ministers of Natural Resources and Environment when that position is vacant or the minister cannot perform duties, under Section 42 of the Administrative Procedures Act, B.E. 2534 (1991), appointing two individuals as follows:

1. Ms. Suksamruay Wantaniyakul, Minister attached to the Prime Minister's Office.
2. Mr. Warawut Silpa-archa, Minister of Industry.

These appointments take effect from 28 Apr 2026 GMT+7 onwards, with Deputy Prime Minister Mr. Songsak Thongsri's approval.

3. The Cabinet approved in principle, as proposed by the Ministry of Higher Education, Science, Research and Innovation, assigning ministers as acting ministers of that ministry when the position is vacant or the minister cannot perform duties, under Section 42 of the Administrative Procedures Act, B.E. 2534 (1991), appointing two individuals as follows:

1. Mr. Julpan Amornwiwat, Minister of Labor.
2. Mr. Prasert Chantraruangthong, Minister of Education.

These appointments take effect from 28 Apr 2026 GMT+7 onwards, with Deputy Prime Minister Mr. Yotchanan Wongsawat's approval.

4. The Cabinet approved in principle, as proposed by the Ministry of Public Health, assigning ministers as acting ministers of Public Health when the position is vacant or the minister cannot perform duties, under Section 42 of the Administrative Procedures Act, B.E. 2534 (1991), appointing two individuals as follows:

1. Mr. Songsak Thongsri, Deputy Prime Minister.
2. Mr. Surasak Phanjaroenworakul, Minister of Tourism and Sports.

These appointments take effect from 28 Apr 2026 GMT+7 onwards, with Deputy Prime Minister Mr. Songsak Thongsri's approval.

5. The Cabinet approved, as proposed by the Prime Minister's Office, the appointment of Mr. Anu Yaemsaeng, a civil servant at the Director level of the Office of the Decentralization Promotion Commission under the Office of the Prime Minister, to serve as Advisor on Decentralization (Senior Policy and Planning Analyst) at the Office of the Permanent Secretary, Prime Minister's Office. This takes effect from 8 Aug 2025 GMT+7, the date he met all qualifications, with Deputy Prime Minister Mr. Songsak Thongsri's approval.

This appointment is effective from the date of royal appointment onward.

6. The Cabinet approved, as proposed by the Secretariat to the Prime Minister, appointing Deputy Prime Minister Mr. Pakorn Nilprapan as Chairman of the Committee for Government Audit and Evaluation, with the Prime Minister's consent.

7. The Cabinet approved, as proposed by the Minister of Agriculture and Cooperatives, an extension of the tenure of Mr. Rapeephat Chantrasriwong (previously spelled Mr. Rapheepat Chantrasriwong), a civil servant, serving as Director-General of the Department of Agriculture, Ministry of Agriculture and Cooperatives. His four-year term ended on 22 Feb 2026 GMT+7, and the Cabinet extended it for one more year (first extension) from 23 Feb 2026 GMT+7 to 22 Feb 2027 GMT+7, with Deputy Prime Minister Mr. Yotchanan Wongsawat's approval. This is effective from 28 Apr 2026 GMT+7 onward.

8. The Cabinet approved, as proposed by the Ministry of Agriculture and Cooperatives, the appointment of two senior civil servants within the ministry to exchange positions as follows:

1. Mr. Witya Kaewmee, Inspector General of the Ministry, Office of the Permanent Secretary, appointed as Director-General of the Royal Rainmaking and Agricultural Aviation Department.
2. Mr. Rachen Silparaya, Director-General of the Royal Rainmaking and Agricultural Aviation Department, appointed as Inspector General of the Ministry, Office of the Permanent Secretary.

These changes take effect from the date of royal appointment onward, with Deputy Prime Minister Mr. Yotchanan Wongsawat's approval.

9. The Cabinet approved, as proposed by the Minister of Defense, the appointment of General Sanphet Phinetburana as a political official serving as Secretary to the Minister of Defense, effective from 28 Apr 2026 GMT+7, with the Prime Minister's approval.

10. The Cabinet approved, as proposed by the Minister of Agriculture and Cooperatives, the appointment of Mr. Sarawut Nuangjamnong as a political official serving as Secretary to the Minister of Agriculture and Cooperatives, effective from 28 Apr 2026 GMT+7, with Deputy Prime Minister Mr. Yotchanan Wongsawat's approval.

11. The Cabinet approved, as proposed by the Ministry of Transport, the appointment of two political officials as follows:

1. Mr. Waruslan Masanae to serve as Advisor to the Deputy Minister of Transport (Deputy Minister Sanphet Boonyamanee).
2. Mr. Weerayut Ngamchit to serve as Assistant Secretary to the Minister of Transport, acting as Secretary to the Deputy Minister of Transport (Deputy Minister Sanphet Boonyamanee).

These appointments take effect from 28 Apr 2026 GMT+7 onward.

12. The Cabinet approved, as proposed by the Ministry of Natural Resources and Environment, the appointment of two political officials as follows:

1. Ms. Darika Saranket as Advisor to the Minister of Natural Resources and Environment.
2. Police Major General Surapol Boonma as Secretary to the Minister of Natural Resources and Environment.

These appointments take effect from 28 Apr 2026 GMT+7 onward.

13. The Cabinet approved, as proposed by the Ministry of Finance, the appointment of two political officials as follows:

1. Mr. Somphot Phongsawang as Advisor to the Minister of Finance.
2. Mr. Suwich Rojanawanich as Secretary to the Minister of Finance.

These appointments take effect from 28 Apr 2026 GMT+7 onward.

14. The Cabinet approved, as proposed by the Ministry of Interior, the appointment of political officials as Assistant Secretaries to the Minister of Interior as follows:

1. Ms. Weeraporn Kiatchaipattanachai to serve as Assistant Secretary to the Minister of Interior, acting as Secretary to the Deputy Minister of Interior (Mr. Polpee Suwanchawi).
2. Ms. Sunatcha Losathapornpipit to serve as Assistant Secretary to the Minister of Interior, acting as Secretary to the Deputy Minister of Interior (Mr. Worasit Liangprasit).

These appointments take effect from 28 Apr 2026 GMT+7 onward.

The Cabinet approved in principle, as proposed by the Ministry of Agriculture and Cooperatives, assigning the Deputy Minister of Agriculture and Cooperatives as acting Minister of Agriculture and Cooperatives when the minister position is vacant or the minister cannot perform duties, under Section 42 of the Administrative Procedures Act, B.E. 2534 (1991), appointing two individuals as follows:

1. Deputy Minister of Agriculture and Cooperatives, Mr. Watcharapol Khawkhum.
2. Deputy Minister of Agriculture and Cooperatives, Ms. Piyaratch Tiyaprait.

Deputy Prime Minister Mr. Yotchanan Wongsawat, overseeing the Ministry of Agriculture and Cooperatives, approved submitting this matter to the Cabinet.

16. The Cabinet approved, as proposed by the Ministry of Transport, assigning Deputy Ministers of Transport as acting ministers of transport in order as follows:

1. Mr. Siripong Angsakulkiat, Deputy Minister of Transport.
2. Mr. Phattharaphong Phatraprasit, Deputy Minister of Transport.
3. Mr. Sanphet Boonyamanee, Deputy Minister of Transport.

These appointments take effect from 30 Mar 2026 GMT+7, following the royal appointment of ministers.

17. The Cabinet approved, as proposed by the Ministry of Social Development and Human Security, assigning ministers as acting ministers of the same ministry when the position is vacant or the minister cannot perform duties, under Section 42 of the Administrative Procedures Act, B.E. 2534 (1991), appointing two individuals as follows:

1. Mr. Prasert Chantraruangthong, Minister of Education.
2. Mr. Julpan Amornwiwat, Minister of Labor.

These appointments take effect from 28 Apr 2026 GMT+7 onward.

18. The Cabinet approved, as proposed by the Ministry of Public Health, appointing two senior civil servants to executive-level positions as follows:

1. Mr. Phairoj Surattanavanich, Deputy Director-General (Executive Level) of the Department of Medical Services, Ministry of Public Health, appointed as Inspector General at the senior executive level, position number 16, Office of the Permanent Secretary, Ministry of Public Health.
2. Mr. Lertchai Lertwut, Deputy Secretary-General (Executive Level) of the Food and Drug Administration, Ministry of Public Health, appointed as Inspector General at the senior executive level, position number 22, Office of the Permanent Secretary, Ministry of Public Health.

These appointments take effect from the date of royal appointment onward.

19. The Cabinet approved, as proposed by the Secretariat to the Prime Minister, the appointment of seven political officials as follows:

1. Mr. Nirut Kunwat, Deputy Secretary-General to the Prime Minister for Political Affairs (Deputy Prime Minister Mr. Sihasak Puangkaetkaew).
2. Naval Lieutenant Worawit Techasupakoon, Deputy Secretary-General to the Prime Minister for Political Affairs (Deputy Prime Minister Ms. Supajee Suthamphan).

1. Mr. Songsak Songsomudomchai, Advisor to the Minister of Agriculture and Cooperatives.
2. Mr. Teerachai Saenkaew, Advisor to the Deputy Minister of Agriculture and Cooperatives (Deputy Minister Mr. Watcharapol Khawkhum).

22. The Cabinet approved, as proposed by the Ministry of Justice, the appointment of one political official: Police Lieutenant General Saipech Srisang as Advisor to the Minister of Justice, effective from 28 Apr 2026 GMT+7 onward.

23. The Cabinet approved, as proposed by the Ministry of Labor, the appointment of two political officials as follows:

1. Mr. Kritikon Wongsawangpanit as Advisor to the Minister of Labor.
2. Mr. Surachart Thienthong as Secretary to the Minister of Labor.

These appointments take effect from 28 Apr 2026 GMT+7 onward.

24. The Cabinet approved, as proposed by the Ministry of Public Health, the appointment of two political officials as follows:

1. Mr. Narin Kalyanamit as Advisor to the Minister of Public Health.
