
The Cabinet approved 45 multi-year debt commitment projects totaling over 111.02 billion baht, with budget commitments for fiscal year 2027 exceeding 17.45 billion baht.
On 28 Apr 2026 GMT+7, at the Government House, Ms. Lalida Pertwivatana, Deputy Spokesperson for the Office of the Prime Minister, revealed that the Cabinet resolved to approve 45 multi-year debt commitment projects, each with funds of at least 1 billion baht, totaling 111,022.14 million baht. This includes budget requests for fiscal year 2027 of 17,458.22 million baht and commitments of 93,563.92 million baht from previous years.
These budgets cover six ministries: the Ministry of Finance, Ministry of Agriculture and Cooperatives, Ministry of Transport, Ministry of Justice, Ministry of Higher Education, Science, Research and Innovation, and Ministry of Interior. The goal is to continuously drive important long-term government projects. Each agency's projects are detailed as follows.
Ministry of Finance: 1 project totaling 1,746.10 million baht. Of this, the budget for fiscal year 2027 is 349.22 million baht, with 1,396.88 million baht committed from previous years. The project involves maintenance, repair, and improvement of the container X-ray inspection system purchased in phase 5, aimed at reducing system failures and enhancing inspection efficiency. This enables the Customs Department to expedite container inspections and prevent undesirable goods from entering the country.
Ministry of Agriculture and Cooperatives: 13 projects totaling 27,384.12 million baht. For fiscal year 2027, 5,476.82 million baht is allocated, with 21,907.30 million baht committed from previous years. For example, the water diversion project from Prasae Reservoir to Nong Kho and Bang Phra in Chonburi Province, valued at 2,476.89 million baht, involves constructing pumping stations and associated buildings, as well as laying pipelines to transfer excess water during the rainy season to increase water supply at Bang Phra Reservoir. This supports urban expansion in Chonburi city, Laem Chabang Industrial Estate, and the tourist areas of Pattaya.
Ministry of Transport: 20 projects totaling 45,703.55 million baht. The budget for fiscal year 2027 is 6,465.10 million baht, with 39,238.45 million baht committed from prior years. Examples include: 1) Road construction projects in Samut Prakan, Mukdahan, Chiang Mai, and Chonburi provinces, totaling 1,239.60 million baht, aimed at improving network efficiency to handle increased traffic and alleviate congestion; 2) Leasing of 800 electric clean-energy air-conditioned buses worth 145.73 million baht to replace aging buses over 30 years old. The first 400 buses are expected for delivery in August 2027, and the remaining 400 in September 2027.
Ministry of Justice: 1 project totaling 1,510.69 million baht. For fiscal year 2027, 302.13 million baht is budgeted, with 1,208.56 million baht committed from previous years. The project involves constructing a new special correctional facility in Hantra Subdistrict, Phra Nakhon Si Ayutthaya District, Phra Nakhon Si Ayutthaya Province. This facility replaces the old, deteriorated, overcrowded, and insecure prison. Built on 100 rai of land, it can accommodate up to 3,000 inmates, providing space for segregated treatment per international standards and enhancing escape prevention.
Ministry of Higher Education, Science, Research and Innovation: 5 projects totaling 25,738.59 million baht. For fiscal year 2027, 3,261.13 million baht is allocated, with 22,477.46 million baht committed from previous years. Examples include: 1) Equipment procurement plan for the Siriraj International Medical Institute at the Faculty of Medicine, Siriraj Hospital, Mahidol University, with a budget of 454.80 million baht to support access to advanced medical technology; 2) Establishment of the Faculty of Medicine at Nakhon Phanom University with 543.96 million baht to meet Medical Council and Institute for Medical Education Accreditation (IMEAc) standards. The focus is on training primary care physicians to serve the underserved upper northeastern region.
Ministry of Interior: 5 projects totaling 8,939.09 million baht. For fiscal year 2027, 1,603.82 million baht is allocated, with 7,335.27 million baht committed from previous years. One example is the construction and expansion of the Provincial Waterworks Authority's Chonburi - Phanat Nikhom - (Phan Thong) - (Tha Boon Mee) branch, phase 2, with a budget of 340 million baht. This project increases water production capacity to 96,000 cubic meters per day, serving approximately 55,000 household and business users. It supports the development plan for an international education hub, modern automotive industry, and smart electronics zone in northern Chonburi within the Eastern Economic Corridor (EEC).
