Ruangkrai filed a complaint with the Election Commission to refer to the Constitutional Court for a ruling on Suriyasai's qualifications, seeking his removal as Minister of Agriculture over the transfer order of Rachen Silparaya, Director-General of the Royal Rainmaking Department.


At 11:30 a.m. on 1 May 2026, Mr. Ruangkrai Leekitwattana revealed that he had mailed a petition to the Election Commission requesting an investigation and referral to the Constitutional Court to consider whether Suriyasai Junrungreangkit, Minister of Agriculture and Cooperatives, should be removed from office. The case involves Suriyasai's transfer of Rachen Silparaya from Director-General of the Royal Rainmaking and Agricultural Aviation Department to an inspector role within the ministry. The petition questions if this act warrants removal due to a clear lack of honesty and serious ethical violations prohibited under the Constitution's Article 170(4) in conjunction with Articles 160(4) and (5).

Mr. Ruangkrai stated that Rachen Silparaya resigned as Director-General of the Royal Rainmaking and Agricultural Aviation Department, citing inability to comply with political policies, and posted statements on his personal Facebook and gave media interviews containing facts to be used as evidence in a truth investigation, which carry significant weight. The issue arises from whether Suriyasai, in his ministerial role, demonstrated a clear lack of honesty and engaged in serious ethical violations. Suriyasai later admitted to the media that his nephew contacted Rachen to request the department’s 2027 budget but denied involvement in the transfer, explaining it was due to Rachen nearing retirement. Based on the facts reported in various media, there is sufficient evidence for the Election Commission, which has authority under Article 170 paragraph 3 combined with Article 82 of the Constitution, to refer the matter to the Constitutional Court to determine whether Suriyasai’s conduct constitutes prohibited characteristics related to honesty and ethical standards. Therefore, the petition requests the Election Commission to collect evidence from relevant parties, formally summon Suriyasai for factual statements, and forward the case to the Constitutional Court. It also requests a suspension order for Suriyasai from performing his duties.
