Deputy Prime Minister and Foreign Minister Sihasak Puangketkaew confirms the proposal to cancel MOU 44 will be submitted to the Cabinet today. He emphasizes that this does not end negotiations despite Cambodia's complaints, affirming that talks will continue under the United Nations Convention on the Law of the Sea (UNCLOS). The ambiguity is whether "ยังเดินหน้าภายใต้ UNCLOS" means continuing negotiations or just continuing under the framework; I interpreted it as continuing negotiations under UNCLOS.
At 09:50 on 5 May 2026 at the Government House, Deputy Prime Minister and Foreign Minister Sihasak Puangketkaew spoke about whether the Cabinet meeting would consider canceling MOU 44, stating, "Yes," and added that after consideration, he would disclose the details.
When asked about Cambodia's apparent refusal to accept the cancellation of MOU 44, Sihasak said, "We are canceling the MOU but not ending negotiations. We will continue under the United Nations Convention on the Law of the Sea (UNCLOS). Cambodia also said that we must negotiate according to international law, so this matter is the same."
When asked what actions would be taken if Cambodia refuses to accept or continue negotiations, Sihasak replied that Cambodia has not expressed such a stance. When further asked if there would be talks with Cambodia during the ASEAN summit in the Philippines, Sihasak did not answer the question and proceeded to the Government Complex to attend the Cabinet meeting immediately.
