
The Cabinet approved a draft Royal Decree on linking government data, allowing disclosure of personal information of individuals under the care of state agencies to promote transparency in the civil service.
On 5 May 2026, Ms. Ratchada Thanadirek, spokesperson for the Office of the Prime Minister, revealed that the Cabinet meeting approved the draft Royal Decree on the disclosure of personal information controlled by one state agency to another, as proposed by the Office of the Council of State (OCoS).
The key provisions stipulate that
1. State agencies are obligated to disclose personal information under their control to other requesting state agencies.
2. The requesting state agency is responsible for safeguarding and not disclosing the personal information received.
3. The protection of personal information must comply with criteria and conditions set by the Government Information Committee (GIC) to enable data linkage for providing electronic government services to the public.
This measure is intended to enhance the efficiency of the civil service, promote transparency and good governance, and address issues within the informal economy.
Additionally, it helps reduce corruption, facilitates convenience for citizens and the private sector, supports Thailand’s accession to the Organisation for Economic Co-operation and Development (OECD), and promotes participation in the Open Government Partnership (OGP).
