Constitutional Court Awaits Documents and Expert Opinions in Barcode Election Ballot Case, Orders Office to Further Study Information

The Constitutional Court is still awaiting documents and expert witness opinions in the case concerning barcodes and QR codes on election ballots, and has ordered the office to study additional information.


On 6 May 2026 at the Constitutional Court, the panel of constitutional judges convened to review and discuss a petition filed by the Ombudsman. The petitioner requested the Constitutional Court to rule under Section 213 of the Constitution, citing receipt of 21 complaints. These complaints asked the court to consider the petition along with opinions regarding the Election Commission (EC) and its members, as respondents, managing the general election of members of the House of Representatives held on 8 February 2026, specifically in relation to the design and printing of ballots. These ballots included the use of barcode and QR code technology. It is believed that these codes could be used to identify and verify the identity of voters as well as their voting results, which could compromise the secrecy of the ballot. The question is whether this constitutes an act contrary to or inconsistent with the Constitution.

. The Constitutional Court considered the matter and decided to await written expert witness opinions, statements, and documentary evidence from relevant agencies. For the benefit of the proceedings, the Constitutional Court Office was instructed to further study and submit additional information to the court. .
