Dr. Warong Analyzes 400 Billion Baht Loan Bill, Points Out Only 200 Billion Baht Aids the Public

Dr. Warong dissects the draft 400 billion baht loan decree, noting that only 200 billion baht supports loans to help the public, while the rest is obscured and unlikely to pass Parliament. He points out that clean energy is not just solar power and suggests broadening to include all clean energy technologies.

6 May 2026 GMT+7 Dr. Warong Dejkitvikrom, party-list MP and leader of the Thai Pakdee Party, commented on the government's plan to issue a royal decree authorizing a 400 billion baht loan, saying that on 5 May the Cabinet approved the draft royal decree granting the Ministry of Finance authority to borrow money to address the impacts of the energy crisis and to support the country's energy transition. The draft decree, as proposed by the Ministry of Finance, claims this is an urgent emergency case that cannot be avoided, with the objectives being

1. To assist the public, farmers, and entrepreneurs with 200 billion baht.

2. To support the transition from fossil fuel dependence to renewable energy with 200 billion baht, divided into

2.1 Promoting the installation of renewable energy power generation systems.
2.2 Encouraging environmentally friendly vehicles, including support for installing charging stations.
2.3 Developing public skills to support energy restructuring and building a new economy.

"Personally, I see that borrowing 400 billion baht—with 200 billion baht for helping the public, farmers, and entrepreneurs—I can understand there may be urgent necessity, though it’s still unclear how each group will be assisted. However, regarding the 200 billion baht intended for the clean energy transition, I find it unreasonable for the government to rush to borrow money for this. This issue has existed for a long time and requires considerable transition time; it’s not something to suddenly justify borrowing another 200 billion baht. Moreover, there is little chance for Parliament to review it. Importantly, clean energy is not just solar power. The government should be open to all clean energy technologies for national development, and Parliament must be involved in oversight."
