
Narucha is on board, planning to consult a legal team to sue Phumtham and Assisit to restore justice after the NACC ruled the transfer order unlawful, stressing it sets a precedent to caution civil servants who fail to comply with regulations and laws.
7 May 2026 GMT+7 Mr. Narucha Kosavisivilai, Director-General of the Department of Provincial Administration and former Director-General of the Department of Local Administration, commented on the case where the National Anti-Corruption Commission (NACC) issued a majority decision regarding Mr. Phumtham Vejjajai, then Minister of Interior, and Mr. Assisit Sampanrat, Permanent Secretary of the Interior Ministry, who had issued a transfer order to assign him as an inspector general of the ministry, ruling the order unlawful. He said he just learned from the media about the NACC's statement and considers this a fair outcome after a very delayed review, noting there were multiple exchanges of letters requesting extensions to clarify facts from the responsible officials.
Eventually, he had to write to demand the review results himself because he wanted to know whether such actions were lawful. Going forward, he will examine whether the transfer appointment process involved proper discretion and whether it was justified—from the initial proposal to cabinet approval—who initiated, who executed, who ordered, and whether it was appropriate. The officials responsible must explain themselves in court.
“This case will serve as a precedent for supervisors and officials with authority who fail to comply with rules and laws to be cautious. The exercise of power must be accompanied by morality. Besides this case, there are many similar instances, such as transferring central executives back to district chief positions, causing loss of rights and career advancement opportunities,” he said.
Mr. Narucha added that he agrees with Mr. Chaiwat Juntirapong, Secretary to the Minister of Interior and former Director-General of the Department of Provincial Administration, who plans to proceed according to legal regulations, and he is on board.
