On 9 May 2026 GMT+7, Anutin Charnvirakul, Prime Minister and Minister of Interior, spoke about the emergency decree authorizing the Ministry of Finance to borrow funds to address impacts from the energy crisis and support the country's energy transition (the debt-loan emergency decree), which was published in the Government Gazette that same day. He affirmed that he, along with Deputy Prime Minister and Minister of Finance Ekniti Nitithanprapas and other ministers overseeing budget use, will rigorously manage the implementation. These funds, once used, will be delivered directly to the people without any intermediary projects, focusing on urgently resolving issues to alleviate citizens' hardships from various crises and improving quality of life, cost of living, and livelihoods as much as possible.
When asked if potential legal challenges could disrupt projects using this budget, Anutin said that according to the law, the decree has already received royal endorsement and was published in the Government Gazette today. From now on, all responsibility lies with him.
"His Majesty the King has graciously endorsed this emergency decree. The Prime Minister is the royal command's executor. Therefore, from now on, I must be the one responsible—whether outcomes are good or bad, successful or not, I must take responsibility. I hope everything will proceed beneficially and effectively, and I guarantee there will be no leakage, not even a single baht. All ministers in my Cabinet, who collectively reviewed and approved the issuance of this decree, will assist in closely monitoring the use of this budget to ensure it benefits the country and our citizens to the fullest extent."
