On 10 May 2026 GMT+7, Mr. Yossanan Wongsawat, Deputy Prime Minister and Minister of Higher Education, Science, Research and Innovation, honored the event by attending and delivering guidance via the online Zoom platform at the forum titled "Promoting Networks and Preparing ODOS Scholarship Recipients for Overseas Study." The event was officially opened by Mr. Akkranun Kankittinan, Deputy Minister of Education, and attended by Ms. Linthiporn Warinwatcharoj, Mr. Paramee Waichongchareon, Dr. Rawiphat Jirasakwatthana, and the working team in the Poonsap Nopwong Room at the Faculty of Education, Chulalongkorn University. Also welcoming guests were Dr. Kraiyos Phatarawat, Executive Director of the Equitable Education Fund, and Ms. Usa Somboon, President of the ISAT Association.
On this occasion, the Deputy Prime Minister and Minister of Higher Education stated that the ODOS scholarship embodies the nation's hope, as it is funded by the hard work of all Thai people. Foremost is respect for the nation, religion, and monarchy, which must bind the spirit. He urged all recipients to stay motivated in their studies, emphasizing that upon return, it is vital to fulfill the role of good citizens. Observing foreign lifestyles provides insight into how other countries operate. Receiving the scholarship enables recipients to bring back the responsibilities and practices of citizenship to develop the nation. Studying abroad is akin to being a cultural ambassador. He encouraged all to share Thailand’s positive culture globally, including teaching the Thai language to foreign friends, which is a unique charm of Thai identity. Learning and recounting Thai history and temples fosters pride and engages listeners.
Mr. Yossanan added that being a giver and volunteer is crucial—on the first day without friends, offering help and volunteering enables everyone to access opportunities to share culture and knowledge. The Deputy Prime Minister and Minister of Higher Education conveyed his best wishes for all to succeed and be a source of hope for their families and the country.
Mr. Akkranun Kankittinan, Deputy Minister of Education, expressed that he was honored to be assigned by the Minister of Education to open the event and meet with the "Rising Stars" youth—the nation's hope in the scholarship program aimed at expanding opportunities and national development, known as the ODOS scholarship. This initiative is a key policy strongly promoted since the administration of former Prime Minister Phathongtorn Shinawatra to reduce inequality and increase access to higher education, especially in technology and STEM fields.
"All of you are the rising stars carefully selected by the government. Your academic results are impressive; nearly all have GPAs above 3.50, and 60 percent have GPAs of 3.76 or higher. This proves that despite coming from financially disadvantaged families, income inequality cannot hinder our abilities and intelligence. The government recognizes you as diamonds waiting to shine and as our most valuable human capital." Mr. Akkranun Kankittinan, Deputy Minister of Education, said.
Mr. Akkranun further stated that this scholarship serves as a "guarantee of opportunity" that the government intends to enable everyone to fully develop their potential, especially along the STEM pathways (science, technology, engineering, and mathematics), which are vital to driving Thailand's future industries. Today's gathering also marks the beginning of building a strong "ODOS network," fostering seamless learning where senior students inspire and advise juniors, helping them confidently navigate transitional phases to higher levels.
