
Ekniti revealed the government is accelerating the issuance of screening regulations for the 400 billion baht loan, opening the way for agencies to propose budget projects under the 400 billion baht emergency decree. The 'Thai Help Thai Plus' initiative is being fast-tracked to the screening committee before submission to the Cabinet.
On 11 May 2026, Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas spoke about the 'Thai Help Thai Plus' project, where the government will pay 60% and the public 40%. He said they are currently awaiting the issuance of borrowing regulations from the project screening committee chaired by the Permanent Secretary of the Ministry of Finance. Once finalized, agencies can submit projects aligned with the objectives to help alleviate livelihood crises and support the public.
This also includes the energy transition under five principles: 1. Focused targeting; 2. Achieving effective long-term transition reducing the public's burden; 3. Reforming to support post-crisis recovery with an emphasis on helping people regain strength; 4. Transparency, with the Permanent Secretary of Finance mandated to fully disclose all information, utilizing digital technology for openness; 5. Collaboration, including participation from experts representing three private-sector joint committees in project screening.
When asked if the details of the 'Thai Help Thai Plus' project would be presented to the screening committee meeting on 14 May, Ekniti said the regulations must be completed first. Regarding whether it could be submitted to the Cabinet by 19 May, he said efforts would be made to expedite the process.
